    -all the skill and all the knowledge of the
    Duke of Buckingham, and may require the
    intervention of statesmen of much stronger
    powers than any his Grace has yet been able
    to display. ‘The first necessity, however, is
    that both Parliament and the Colonisl Office
    should realize clearly the seriousness of the
    colonial agitation.”

    MEMORANDA.

    Schooner Minnte, lk. McKenzie, arrived in
    Now London Harbor, on the 21st inst., three
    days from Canso. Reports having seen off
    East Point a vessel sunk in 13 fathoms water
    en, American—Muainmast broke ott
    at deck and afloat, held by the main rigging
    at head. Foremast broke off about 50 feet
    from deck. Main boom broke off at the
    strings, held by the main sheet. Spars pine.
    Probably she is Schooner Fashion a fishing
    vessel lost last season, belonging to Cape
    Ann.

    This report was handed to us by Captain
    John McKenzie, who examined her with a
    boat. Versons wishing further particulars
    can have them by applying to Capt. George
    McKenzie, French Riyer, New London.

    Paris, April 12—Sunday.

    The Moniteur to-day published an oflicial
    report made to the Emperor by the Minis-
    ter Pinard, in which an account is given
    ofthe military changes made since the
    bill for the reorganization ot the army has
    gone into operation, and of effect they
    have had on the country,

    The Minister states that all the reforms
    introduced into the Guarde Mobile, in ae-
    cordance with the provisions of the bill,
    tre DOW completed, and he asserts that
    these changes have been received with
    popular applause
    throughout the Empire.

    Ie contradiets reports of dissatisfaction
    and declares that the new Army Law is
    sustained and defended by the patriotism
    of the French people, who thus give new
    proof of their contidence in the Emperor.

    New York, April 13th.

    A special despatch to the Jerald trom
    Mazatlin, Mexico, says :—

    “The Byitish frigate Chanticleer is close-
    ly watehing the movements ot our fleet in
    Mexican waters and along the California
    and Gult coasts. When it beeame known
    that thirtee awn mMen-ol-war were
    in port at one », the wildest rumors
    Were put atloat—that the U.S. Govern-
    ment intended to make forcible possession
    of Mexieo and immediately inierfere in
    the civil warin this State. Another re-
    port followed, thatalarge American naval
    fleet was calling and steaming here with
    wll haste.” \ :

    Montreal Banks have exported $120,000
    American silver, in order to lessen the in-
    convenience occasioned by the excessive
    quauitity ip circulation.
