The finances of the city of Char- lottetown are stated with clearncss in the annual reports, an abstract of which appears elsewhere in this issue of Tun GUARDIAN. So far as the ordinary revenue and ,expenditure for the year 1899 were concerned the year was a prosperous gone, the receipts exceeding the ex- penditures by $4.002 59. The debt was apparently increased in several ways. The ordinary debt grew from 8170249.39 to 8184 965.- .` 41; the debt on water works azcount was increased from $205,500 to $206- ,000; the sewerage debt was increased changes make the total city debt at- tbe beginning of this year $507,968# 41, or 881.219 02 more than it was a As against this indcbtedxlem of 'something over-half a million the city owns the water works, sewerage sys- and bank credits &c, sumcieut to cover all liabi1ities,with $1 1.730 to the ing the year, which was mainly on sewerage account, was anticipated and provided for. 'Ihe sewerage rye- tem will be well worth what it is costing the city. -1_x-3m LIQUOR LEGISLATION. The precent unsatisfactory condi- tion of the liquor laws is of late awakening increased attention in both Summelside and Charlo'tet0wn, and it is intended to ask the Legislature to make important changes. These will be foresliadowed in due time. The present license lsw has inaugu- rated such acarnival of drunkenness as has more than realized the worst fears of its opponents and has quite disgusted even its earlier defenders. Tm: GUARDIAN has not had and will not hare any favor for the license system, but it may be pointed out that in Nova Scotia, Where the sys- tem is in vogue, liccnstsare only grant- ed on the requisition of two thirds of I year ago, ‘ good.
