The Gpposition Obfuscated Orrawa, March 1% In the Honse of Commons, Mr. Mills resumed the debate on the Budget, speaking three hours, In reply Sir John Thompson made @ splendid speech in which he referred to the reciprocity negotiations between Canada and the States. Asto who took the initiative in regard to the negotiations was, he said, of little consequence snd might be a mere matter of opinion, But be heid still that the Government was right in saying that the initiative came from the United States government. He then commenced at the time of negotiation of the Bond-Blaine Treaty with Newfoundland, when Canada asked to be included, and gave ® history of the whole negotiations ownward. Mr. Davies followed. He denied that the proposed treaty between Newfoundland and the States discriminated egainst Canada, He denounced the Government for not dismissing six hundred employes on the [ntercolonial Railway as it was sug- gested they would do at one time. Mr. Watson concly ted the debate. In the Senate the Newfoundland ques- tion was discussed. Senator Howlan in the course of a vigorous speech, detailed the circumstances which had led up to the present condition cf affsirs and commended the Government tor having done their duty in the premises. Senator Power (Gri ) also commended the Government for its action in respect to the Bond Treaty, and said that he believed that the people of Newfoundland would eventually recognize that Canada had ren- dered them a service. In the House of Commons yesterday, Col. Amyot denounced the policy of the Grits and claimed that the country could be better governed by the Cunservatives. He praised Mr. Laurier, but the rest of the party were, he said, unfit to run the country. The Liberals lecked cohesion.
