Now that the citizens are about to elect a Mayor and Councillors to serve for two years, it is a iltting time for all to take council together as to theneeds of the wvn and how they shall be supplied. We must not forget that Charlottetown is the capi- tal of the Province. the will Of 8 Government and Legislature, and that the new Council will have the conduct of our civic affairs at the be- ginning of the twentieth century. The men who are to transact cur bus- iness in the City Hall oight to be men of twentieth century ideas! Fortunately, though by a narrow limit, we have escaped the opprobrium of passing into the new cycle without a sewerage system. New that this necessary work, which ought to have been done lifty years ago, is at length completed, there are other wants al- most as elementary that must be sup- plied. Hostof our streets are in the condition of ordinary country high- ways. the formation being imperfect and the material merely the iative soil. Hany of our sidewalks wruld disgrace a third-rote v.llage, and yet the expenditure upon them year by year mould be more than soliicient to krepinfull stone or as- phalt wallaii once the latter were laid down. Our street lighting is inslactive and otherwise nnsatis!ac‘osy. 'Ihe contractors apparently furnish as much or as little candle power as they please, and the number, of lamps that are “out” whmi they are sup- posed to be shining would occupy the time ofa policeman to count them. If the number reported “out” are many, they cover but a fraction of the whole number. Mayor War- burton has spoken out in a clear and l decided way in regard to these mat- ters, and we regard it as the duty of V every candidate in the civic election, whether seeking the Mayoralty or a ounc llarship, to dehne his position in regard to these needed improve- ments. 'I he good work already done in pro- viding water supply, sewerage and the improvement of Victoria Park meets with almost universal appro- bation.
