Many Canadian shippers have fought tolls for the Welland, which is legally part of the new seaway according to Canadas seaway legislation. SEAWAY COST $475,000,000 . Both the Canadian and Amen- can 5 e a w a y authorities are changed by law to levy tolls to pay otlf the $475,000,000 Seaway cost in 50 years. A proposed toll schedule, announced last June, set up a composite system that is expected to be left substantially the same in the proposed U.S.- Canada agreement.
