BERLIN, April 28 (Bpeciai)__There
are many indications here ol the ser-
iousness w‘th which the-German gov-
ernment and public regard the Euro-
pean sltuation, which has entered an-
other crisis as grave as that which
preceded the Austro-Russian demoli-
llizatlon. '
The press bureau of the German
Foreign Oilice, contrary to its usual
Custom. is not prepared with a state-
ment either in regard to the ultima-
tum to~Montenegro or to the general
situation. It is believed, however,
that is is probable that force will ul-
timately have to be employed to ex-.
pel the Montenegrins, who, it is
thought, will not retire from Scutari,
voluntarily or in return for a loan
or compensation elsewhere.
It is the oilicial view here that all
the Powers will work together until
the problem has been solved.
A feeling of consternation and help-
lessness was displayed at the confer-
ence of the Ambassadors of the Pow-
ers in London. The representatives at
all the nations, including Russia,
agreed that the decision of the Pow-
cts concerning Scutari must be ad-
hered to an enforced, but all were
non-plussed by the question of how
Montenegro was to he coerced.

perial Chancellor, snd Herr von Ja-

the Budget Committee of the Imper-
ial Parliament today in order to
