P. | Orrawa, May 3.—The claims of Prince Edward Island were presented by Mr. Martin yesterday ir & motion for return and correspondence concerping branch railways in that province. Mr. Martin is pretty thorough in his work and when he presents a case it issureto be well work ed out in the details. He began by show ing that the late government had arranged for a fair measure of justice tothe Island by preparing a listof branch railways for which approzriations were to be made. These were lines necessary for the deve- lopment of the local and general trade connecting the main system with vorious parts inthe Province. These railways would have cost the Dominion a little over one million dollare, Ny, Wartin re. rtted that the proposi- tion nad been criticieed in some places where better thnss might have been expected. Especially he was surprieced, aud of course not very well pleased, to | observe that in the late electiou campa Sir Louis Davies went over to Nova = aod denounced the whole programme a fn attempt to buy up the Island with rai! way subsidies. fie was reported as bay ing made the exiraordinary statem that the railways proposed would cost Jees than four und a half million doila: Afterwards when it was too late to do 2: good Sir Lou‘ehed written a co ef reci on Suiting the figd.e down totwo and a ha! million. This correction left it stil! twi as high as it ought to be and n given nearly the same circulation as the| orginal estimate, Meanwhile the firs! i Nova Scotia story was getting in its work ' The Secretary of Siate cold the people of | hq Edward I-land | of $125,000 to | 4 Ottawa that the Prince grant wonld mean a gift be paid by the people of Ottawa alone Oo this dasie the total am would be accord ng to Mr. M art ’ | five million d.Jlore. But as the populas | tion of Ottawa is only 50,000 it would ap- pear that Senator Scott had raised the ap- propriation to $250 a head or say twelv asd a half million dollars altogether. The gross niisrepretentation of a modest ap than that to which the Prince was entitled wasevery unfai: and injurious. Mr. Martin reerets that the Toronto Mail, otherwise an able jour- nal, has failes into the mistake of sup- posing thet Prince Edward Island Rail- ways euch as they are’ have all been pro-~ vided at Dominion expense and chiefly a: the expense of Ontario, The Prince Edward [sland member does not accept the theory that Oatario is the milch c of the Dominion. It seems to him that Ontario gets back fromthe revenue in proportion to what she paya very much more than Prince Edward Island. He would rather say that Ontario was the stont Durham calf growing fat from the milk of the little jersey cow which repre- Prince Edward Island. Then be goes on with his proofs, According to Mr. Marti’ns contention the costof the Prince Edward I-lanu. Railway was entirely »aid by the Province TI was under construction at the the Union and com pleted proy riation much less Ne road the cost of it whe: was charged against the deb Since the Is.and became a part of Canada in 1873 the Dominion ex pended on railway eonetruction and rail- way subsid es over $100,000,060. OF thi amount, Ootario received in round numa bers thirty millions or over $14 per head: time of allowance. The Royal is the highest grade baking powder known. [ } Martin observed that when Mr. te was campaigning in the by-election Quebec fifteen midious or veariv $10 per Nova Scotia fourteso some $23 per bead; pillens) or New Brunswick uice millions or $32 perhrad. Manitoba eight millions or $53 pr head; The North West reven million or $78 per head; and Britis Columbia twenty one millions or $216 per head. Now, Prince Edward Island receivec; in w'l during that period only $635,000 or 5 per lad, While the distribution was made from the Dominion, the other provinces coatri~ buted Ont of their ow. money the fuol- lowing rate; Ootario a little over $8 per bead, Quebec $9, New Brunswick $14 Nova Scotia $6, Manitoba $9, British Columtia 76 cente, the North West Terri- tories 25 cent*, while Princ? Edward I- land with a josal expenditure of $28 82jper head. Thus accurditg to Mr. Martin’s caleulation, this province has received from the Dominion cnly abcat one quarter as muct per head as the avee- rage Of the Domision and has contributed from the Provincial trea-ury nearly twice asmuch as the average paid by the other provinces out of their own re- Comes ty venues. The fieance minister suggested that the Prince E|lward Island Railway ought to edtothe Dominion in the same hat the other provincial railway: reai hich had been taken over. Mr. Martin insi-ted that this voad bad been cep over. ‘Mr. Martin inaisted that this | id had been built out of the debt a'low- e the Prey'nee and wa handed over rif. tothe Dominion. Sir Ri. terrupted with the question “will fake 't UscX asla free gift?” To this ia repliel “yes we will take it f you will take back the canals of Ontario and Quebec and maintain them expense of the provinces.” He went argement to show that while if: itt You War at the i-th the stern politicians mede a fthe cost of the government never made svy complaint of Levis isked the peopl? “do you want d “do you want cauals.” He the question might with aVS, an tuougat tbat greaier apprcpriateness be asked in Prince Kkidward Island. Two years ago Sir Louis Davies apyveared to be quite concerned about the matter; so he explained then that it was necessary to have some survey. La-t year he still wanted a survey; but this year there was nothing at all im the estimates either for railways or surveys. (nd pow the minister of marine was cff » Washington and he feared that he would | not be able to give the attention to the matter that the eubject demanded. Wherefore Mr. Martin begs Sir. Louis to ave the apprepriation pat through Janncil betore he goes away. When six! o clock ceme the memberfor Prince Kdward Islsnd was still presenting his case aud the discussion will be continued at some iulnre day. PERSONAL, — Mr. J. S.
