WlSE‘S ADDRESS. Mr. _Joseph \Vise, who was recently ex- pelled froui the Legislature, lliw anaddress to his formerfconstltuents in the Second District of Queens. ln this. laddress lie gives his version of the cir- cumstances attending his resignation and ejection. The substance of his statement in regard to his resignation is as follows: `Having been elected as a Liberaland having reached the conolus_ionf__that he ought not longer to support the Government of the day, being also told by some of his electors that he ought to resign, be determined to do so. 1 He thereupon met_Mr. Farquharson and told him of his desire to resign upon one condition, that an election should be held i before the meeting of the Lelrislature. To r _consented, and signed a writing to that effect. The resignation and written promise were left with Mr. Farquharson _on February 93th. On March 3rd Mr. Farquharson told Mr. Wise _that a word had been omitted from the resignation and desired another. Mr. Wise consented and in Mr. Newberry’s odice a new re- signation was written out and signed by Mr. Wise. The Premier`s written promise was spoken of at the time, and Mr. Wise, understanding that Mr. Farquharson I in- tended to destroy it, insisted that both the resignation and the promise should go together. To this, Mr. Wise says, Mr. Farquharson consented and both docu- ments were left with Mr. Newberry. About a week later the resignation was sent to the Speaker and the Premiers .promise was taken by Mr. Fa:-quharson ‘ from Mr. Newberry, and he still holds it. The Speaker promptly notified the Lieuteiiant Governor, and the latter,ab0ut the 12th of March ordered ii writ for the election to be issued, on which order a writ was duly made out, _leaving certain blanks to be filled up, and from that day ` nothing further has been done. ' So far we have given the substance of _ Mr. Wise’s statement which contai ns one hor two details not before given to the _ public. The statementthat Mr. Farquhar- isonfs alleged promise to bring on the felection was withdrawn from Mr. New# berry`s hands without Mr-I Wise`s consent, _andhlso the statement that a writ was _ ordered to issue two months ago, without _ an election having since been held,seemto call for a denial, explanation or counter- stateineiit from the Leader of the Govern- ment.
