While aa organization for co.0peratiou does not in itself create energy, it may so eoa- trol and direct it. as to do the greatest amount of good wcrk at the least OX- psnse. _ The aim and effort of this branch of the Department has been to gain the coalidence of the farming community in its ability and its willingness to hslp them in their work : - (1) The co-operation of farmers with the Department has been sought in every undertaking; (2) Farmers have been ancourtged in every way practicable to enlarge the I sphere of co-operation with each other; I and ` (3) In some cases it has -been nec- essary for the Department of the Government to do forthe individual far- mer what he could not do for himself. (1) Many instances of the work of the Department in gaining the co-oper- ation ofthe farmers with it. are evident Where the Department has started a Government dairy station in a district where co-operative dairying had not bien introduced, and where it has been afterwards successfully conducted b_v L he farmers themselves. When food I products become spoiled to any extent the value is lessened, and consequently a loss falls on somebody. The interests of the carriers or trans- portatiou companies are directly concern- ted in the quality, condition and value of the products to be handled. The interests of the wholesale dealers, who are sometimes a separate class from those who buy and collect the products. land also sometimes a separate class from those who retail or sell the pro- ducts in small quantities, are relatively large. and the business chances from them also are improved when products are of good quality, with t-ne least possible risk of deterioration while in their possession. The interests of the retail merchants -the distributors are most important in the development of agriculture. When these merchants-provision mer- chants - fruit merchants, green grocers. butchers, bakers and others-can obtain a steady supp y of Canadian products of first class quality, not likely to spoil in their posse asion. they have a chance for fair profits and are likely to push the sale of the se goods with their customers, more than they would push the sale of goods of irregular quality which are liable to create fault-finding, or goods ;lilrely to go out of condition, increas- ing the risk of loss. _ Finally, there are the interests of the consumers. When they obtain a fine quality of farm products in the beat condition, larger quantities of them are consumed. The class of customers who live in towns and citit s and who are well able to pay high prices for such products select only those which are to their taste, in composition, in condition and in appearance. In planning to provide or assist in providing a system of cold storage, re- gard must be had to all these infer- ests. Men are concepned with the ` production of wealth and the progress of the country in those dif- ferent capacities. The middlemrn, the buyers, thc collectors, the transports.- tion companies, the wholesale merch- ants; the retail distributors, are quite as essential to the carrying on ofthe na- tion`s or couutry`s business with prollt, as are those who are called the pro- ducers or the consumers. The labourers who are product-rs of com- modities. or render services in any capacity, become the cor.- sumcrs in relation to those who do likewise in another capacity. The fair- nrer is a consumer to the manufacturer of furniture and clothing as much as the carpenter and the shoemaker are con- sumers in relation to the farmer. Prof. James. W.
