BARRKISTE T-LAW Bank of Nova Scotia Building CHARLOTTETOWN, > were adopted for use in Dominion elec, tione, It was hoped and believed that their Provincial friends would be able so Government officials in one Province leaving them on in auother, having a “high qualification’ here and a “low qualification” there, broad franchises, narrow franchises and medium francbises to suit their purposes, that the Provincial Governments would materially aid the Dominion Government when the inevit- able bour of struggle with the people should come. The Dominion Ministers, on their part, were always conveniently at hand to help their Provincial friends with promises of Dominion works if the people of the districts affected would only “vote right,” and threats that the works would be “ hindered” or “ stopped” if they should dare to ‘* vote wrong.” In this way a widespread mu- tual interest was built up, and polit'cians with axes to grind could, when required, be counted upon to exert themselves and hand over the boodle, It was apparently @ good scheme, snd it was worked for all it was worth in Manitoba, the electorel lists being “ fixed,” and Dominion ministers going the length of importing such men as Garnot “ to work the machine.” But “the best laid schemes* ** ganz aft aglee.” The conspirators counted with» out the electors who were honest and in- dependent, and without Sir Charles Tup- per and Mr. Foster, These Federal Statesmen argved that the game of “help= at which both parties could play, and haps pening to be in Manitoba at [the time, they As to elections, it has been the settled | those io power in the Province helping | in power in the Dominion assisting their | friends of the Province. It bas evidently been written to one of the numerous Liberal “kickers,” for the purpose of making him “ al! right” in the coming election, ELECTORAL FRAUD. A special despatch from Winnipeg to the Montreal Star (Dee 7) reports that— Philip Garsot, Louis Riel’s secretary, arrested on & charge preferred by James Hooper, proprietor of the Morning Tele- gram, for violation of the Election Act, iu uniawfuily having in his possession a num- ber of ballots to be used in Woodland for fraudulent purposes, was arraigned in the Police Court yesterday. Frank W. Russe!l,aC. P. R. official, testified to the aceused having told bim that he had marked ballots which be in- tended to use against R. P. Roblin. Garnet, according to Ruseseli, stated fur- ther that he had been brought here by Hon. Clifford Sifton, and he showed a number of documents which looked like letters, He also said he had a biank cheque sigoed by T. O. Davis, and prodneed it as proof of what he said. The marked baliots Garnot asserted he had obtained from “Mr. Smith.” At the request of Garvot’s, counsel, the furthe- hearing of the case was adjouraed until to-cay. The prieouer is still behind the bars, as the bail for $1,000 has not been forth~ coming. A sensation in connection with the case has been caused by the discovery that the papers and letters which were found on Garnot at the time of his arrest have been spirited out of sight. Hon. Clifford Sifton, T. O. Davis, M. P., A. F. Martin and other prominent men will be subpoenaed to give evidence in the case. The election frauds contemplated and attempted by Garnot and his pals have ex - cited indignation among all honest men in Manitoba. Happily Garnot was caught in time. It is greatly to be regretted that those who employed him and brought him to Mvnitoba are still at large. The fact pitched intojthe fight. The result was seen , tbat Garvot had in his possession a sym~ yesterday whenit was announced that ine Pthetic letter from Sir Wilfrid Laurier is stead of 33 Liberals and 6 Conservatives, | sigaificant. The Premier of Canada ought there§were elected 24 Conservatives and 14 Liberals, with two constituencies in which elections are vet to be held. So far as Manitoba is concerned the great Liberal scheme is a dead failure; and we feel sure that i's breakxdowun inthis Province will follow within a ‘week. Othe; provinces and the ‘Dominion at large will, without doubt, follow suit, and the whole vast machinery of Liberal Government by means of log-roliing and corruption, fall to the ground. se+ear MANITOBA’S NEW PREMIER. Leader of the Conservatives of Manitoba, and econ to be Premier of that Province is the only son of the Right Honorable Sir John A. Macdonald, G. C. B. He was, bora at Kingston, Ontario, March 13:h, 1950. A lawyer by frotession and a Queen’s Counsel, he entered politics as the representative of Winnipeg in the House of Commons. He possesses all his fath- rare power in the leadersh:p of men. We heartily congratulate him upon his late most notable success and predict for him a career that shall redound to the advantage of Manitoba andthe country at large.
