Some adverse criticism has been offered regarding Mr. Borden's re- cord in legislation, but every un- biased person will agree that he has no reason to he ashamed of what he has so far accomplished. CIVIC REFORM. A clipping from a Montreal ex- change hns been sent us, with some suggestive marginal notes, on the subject nf municipal reform. The ar- ticle advncatcs the complete remodel- ling of the system of ward represen- tation nnd a marginal note suggests that a similar remodelling would be ln the interests of Charlottetown. Islanders must look to outsiders to finance the future of the fox busi- ness, but if tho Prince Edward Is- land ranchers make no effort of them- selves or through the Island Govern- ment to off-set the opposition that is showing itself amongst those con- trolling pu_hlic purse-strings, then in- deed is the business come by peril- ous ways and not only will losses come to the thousands now flnnncl- ally interested, but Prince EGWBN Island will go down in history BB rivaling Holland and its Tulip craze. The Govern- ment of Prince Edward Island will have to publish statements of facts broadcast, statements that will have the weight of the Canadian Govern- ment behind them and that .no news- paper, no man or manner of men can dare challenge. To use a. slang phrase “you have the goods" and “can deliver them", then why allow yourselves to be sand-bagged by banks and trust companies of the United States and Canada, whose whole concern is that they are not in on the business. Not only does danger of the above kind threaten the fox business of Prince Edward Island, but another danger, that of allowing other Prov- inces to take the front of the stage from the "Island" to whomit justly belongs. This business of arguing, tl1F0\1Kl\ newspapers, and`otherwise, about the merits of different stock is petty and harmful. Forget it. The first general demand foraPa- cific railway was voiced in an inter- state convention held in St. Lodis sixty-four years ago today. when the project of a national railroad across the continent was unanimously cn- dnrsed. The scheme was suggested three years earlier by Asa Whitney, but attracted little attentign till the gold rush to California gave promise of a rapid accumulation of wealth on the Pacific coast. Shortly after the St. Louis Convention, Sen- ator Thomas H. Denton introduced a lill into the United States Congress providing for preliminary steps in such an undertaking. In 1850 ground was broken for the Pacific railroad by the Mayor of St. Louis, but it was not until 1853 that four expedi- tions were dispatched to survey as many proposed routes. These surveys cost $1,000,000, but nothing more was done until 1862, when Congress, in the midst of civil war, provided for subsidies to begin the work. It was just half n century ago that ac- tunl construction commenced. There were two corprianies, the Union Paci- fic, working westward, and the Cen- trnl Pacific, proceeding eastward from California. The road was com.- pleted in 1869.
