For 1891 the esti- | eloquent appeal for justice for King’s County | > Provincial Legislature House of Assembly Apri 25. EVENING SESSION —(Con'igued. ) Mr. Shaw, in opening, censured the Leader of the G -vernment for bis sneering and uncalled for remarks in reference t: the sagacity and ability of some of the speakers who had preceded him. He then took up the sv-called *‘euggestions” made to the Act respecting the Legislature by the Legislative Council, andspoke of the man ner in which they had been dealt with by the House. He considered that the sugges. tions were, properly speaking, amendments, and should have been considered with upen doors. This was the contention ot the Op. position. The Speaker of the House, be it said to his credit, agreed with the UOpposi- tion. But the Government would not accept the ruling of the Speaker, and by a majority vote decided to sit with closed doors—that the press representatives and a very much interested public should remain without while they were robbing a goodly portion of the people of a heaven-born privilege. They did not want the people to witness their evil work—they were ashamed of what they were doing. The manner ix which King’s County was cut and carved to suit the purposes of the ( >v- ernment was simply disgracefu!. King’s County had stood nobly by the Conservative Party in the past, and it wes for so doing that her people were beiny so vilely treated now. While the amendments were ostensibly submitted by the Legis- lative Council, they plainly bore the imprint of the deapot who has ruled over this Prov- ince for the past two years. We are told that the new district of Georgetuwn—the ‘‘Scrimgeourized” district—was to be pro- vided with steam communication, that $500 was to be appropriated for that purpuse. But what does this mean? It means sim- ply that $100 has been added to the sub- than this. If the evidence was against him the report would be given the widest publicity. Alihough the investiga- tion into the effiirs «f the Land Office was open to the public, and the press was invit- ed to send representatives, the Patriot— the organ of the present Government— which was loudest in calling for the en- quiry, failed to send a reporter and never published any of the evidence. The evi- dence exonerated Mr. Ferguson and placed the defalcations upon the shoulders of the proper person. He then reviewed the transactions at the Lind Offices during the year, pointing out where the greatest dis- crimination had been shown friends of the Government in arrears to that institution, while those who were considered not friendly had to pay the Jast cent they owed. The Leader of the Government run all the offices - including the Land Of- tice—and held the whip over the heads of those who were alleged to preside over the departments. What he said was law. When he ordered reductiona to be made they were made. Are they pressing our claims? We asked for correspondence in re- | ference to this matter, but none was brought ; down. He did not think there was any to! table. He believed the Government was sleeping on our rights. They would not have got the amount they did for public lands had they not violated the law by making re reductions than were allowable under the statute. But the Government's estimates for the year 1892 are largely imaginary. To illustrate: Last year the administration of justice cost the Province $18,972 13 ; this year the amount set down for that purpose is $15,- 487. The difference is #3,485.13. What is there to justify the Government in putting a smaller sum in the estimates for that purpose this year than they did lust? Will there be less crime than there was last year? The estimate for education last year was $108,000, the exoenditure totalled up $113,022 - 98. Tue expenditure over the estimates was thus $502298. The estimate for education for 1892 is $131,510. How can we expect that the expenditure will be less this year than it was last? The expenditure for education is one that cannot be controlled, We told the Government last year that the sum they set apart was not sufiicsient, and, our prediction was verified. Then last year their estimate for wharves and ferry s!ips was $5000. The Governmest claimed that this amount would be enough, a'though our Goverament had entered into contracts amount ing*to more than that sum What was the result? They spent $17,389.83—ovly $12,380 83 more than they estimated This year they estimate that $3900 will be sufficient. But what about theitem forthe experimental silo and travelling dairy? Are we going to get ‘these things for nothing? Tuen after censuring the Commissioner of Pub- lic Works for net bringing down ‘certain information asked for, he turned this attention to the Land Office: He | pointed out that although the late Govern. ‘ment had arranged to have the report of the Land Office investigation published in the Journals of the House as pirt of the history of the Province, the present Ad ;ministration, for reasons not far to asek, ‘did not doso. Ple st the polls. ; penditure meet { While we were, 28d 4 policy—except empty professions 2f making deficits we were pressing our Patriotism and abuse of their opponents, By these means, by vile personal slander and defamation of Mr. Ferguson, and partly by accident, they obtained power. With an administrative record of scarcely a year they are afraid of the people who have elected them and seek to mauufact ure an electorate to their own liking. They submit to the House a few returns full of errors and mistakes. The other returns asked for are refused, lest the rank favorit- ism and extravagance of their rule should be discovered. They are objects of pity, contempt and scorn. Such buff.onery was never seen before in the Assembly, as the Commissioner of Public Lands excusing his partiality by saying that God himself did not treat people alike! Then there is the incompetent Commissioner of Public Works, who is better fitted for a legal pestiion thau a mechanical one. For low contemptible intrigue, nothing can com- pare wih their tactics. As Judas sitting at the table of the Master whom he was about to betray, iv like manner the Grits pretended loyalty to the people whose liberties they were about to sell, To make the comparison more complete, this occurred at the time when of old the arch-fiend whispered hi« ** suggestions ” to the arch-traitor Bad as was the plot, the method of its execu- tion is worse. The doors of the Assembly are to be closed against the public, whos rights are to be sucrificed. It is indeed fitting that Parliament should be converted into @ star chamber by the pariy whose leader in Quebec was a thief, whos leading editor m= Quatario is a traitor But, Sir, the Grits are now unmasked. For twenty y.ars they paraded in dead meu's clothes. They claimed the icheritance of old Liberalism and declared themselves the cfficial desvendants of Coles and Whelan. Invested with power, almost their first act is te dest: oy the rights and liberties won by the men whose followers they pretend to he. They do this not as honest men would—ia the day light of public view—but. behind * closed doors.” In such manner does the Italian M fia plan the ruin of its victims. Coles and Whelan if they lived would be to-day the strongest opp ments of such a policy. The people should not surrender up their privileges tiil the last resort within the con- stitution had been appealed to. The injured districts of King’s should take the lead and the o*hers woeuid follow. Indigaation meet- ings should be heid and petitions sent up t» the Lieutenant Governor asking for a dis solution aad to the Governor General for dis- allowance until the question be submitted to the people at the polls.
