For some reason n_ot explain- ed no similar resolution was 'brought up in the Quebec legislature at its late session, though a. Liberal Government is in power in thatprovince.In British Columbia and New Bruns'wick,where the administrations are of a composite character no action has been taken. The apparent intention ofthe Otta- wa. government is to secure a vote in the Commons in favor ofa constitution- al change along' the lines above men- tioned, and on that basis, together with the resolutions adopted by three or four of the local legislatures to ask the Imperial Parliament to amend the B. N. A. Act as they desire. The action of the Australian conference might also be expected to have some weight in England. The result of an appeal to Great Britain under these conditions will be doubtful. The majority ,of the Sena.;e, and for that matter the ma.- jority of the great Conservative party in Canada, will stcutly oppose “ the change.
