Bloody political brawls which nave kept Germany in turmoil for sev- eral weeks impelled the Pedcral Government today to forbid all outdoor pmcessi and dimen- striations. The bill was introduced by the government as an answer to the British duties on Free State goods in effect since July l5. As a money bill the measure could not possibly be blocked by the Senate, but the President Ea- mon De Valera rose to its defence in the'debate tonight. The Free State constitution permits a min- ister to speak in either House. "I have gone out of my way to meet the British," declared Mr. De Valera. “I have done everything possible except surrender the rights of the Irish people, and I am not going any further." He desired to avoid suffering in Great Britain as well as Ireland, but he declined to continue paying "the enormous tribute" of 5,000,000 pounds a year. The President agreed the only way out of the dlspwe was by ar- bitration. “But let us have no re.- striction on the composition of the tribunal,“ he exclaimed. In his view the principle laid down by the British Government on this point completely misrepresented the whole intention oi the peoples gathering at the Imperial Econom- ic Conference.
