I find that the Governors of the North American and Australian Colonies have on several occasions omitted to avail themselves of their privilege of recommending periodically a Candidate fora Naval Cadetsliip, and as my right of nominating lapses unless claimed within the year for which the Cadetships are granted. I have to inform you that all Nominations for the present your will be considered by me to have lapsed unless made within the year; and that future Noniinitions will be considered as having lapsed unless the name ot'the Nominee reaches the Secretary of State Within the first quarter of the year tor which it is made.
