Before the change of Government lu THE GUARDIAN was on record as ongly in favor of the reduction letter postage to a two cent e, and also in favor of a 896 I two cents between Canada and the Mother Country. Many public men felt that the loss in revenue from such reductions would be -more than the coun- try could afford, especially as the deficit in the adminstration of the postal service ofthe country was then about yearly. It was our contention that as in the days of Rowland Hill andfpostal re- form in England, the reduced rate would speedily bring about so large an increase in the number of letters despatched and received as would make good the loss within a reasonably short time. There is no branch of the public service in which so large a proportion of thé people of the country are interested as the Post Office Department and we feel assured that our readers will gladly learn something of the financial results from the reduction in letter postage. In the_ Commons in June last Hon. Mr. Mulock, the Postmaster General gave an official deliverance in that regard. It will be seen from this that the time had then been very near1y reached when the revenue from a two cent rate would be as great as was derived from the three cont rate. And it is fair to assume that in the near future it will be much larger than ever before. As to the financial results of the reduc- tion of the five cent rute on letters to England to two cents Mr. Mulock was able to present to Parliament the vfritten statement of Mr. Le Suer, an old officer of the:Department that “The amount of postagefnow being collected on the corre- spondence in question quite equals and __ probably exceeds what was being collect- ed at a corresponding period prior tothe reduction of postage." YVe feel sure that all GUARDIAN read- ersiwill be pleased to learn that the ex- periment of cheap postage has been so l_, great asuccess and that while we are sending letters to all parts of Canada and the Mother Country at greatly reduced rates the annualldedcicncy iii the Post Office Department is much less than in anyfyear between 1890 and 1897.
