In 1846 he succeeded to his title. He held the seals of the Foreign Uffice in the Russel Cabinet, 1851 52, and was afterwards Lord Presi- dent of the Council. He resigned with the other members of the G.adstone Cabinet in 1874 and became Leader of the Opposition.in the House of Lords.
