CIVIC AFFAIRS-
The annual reports and accounts of
Charlottetown as submitted at Monday
I night’s meeting of the Council make a fa-
vorable showing, In round figures the re-
ceipts for Civic-purposes were $105,333
and the payments for the same purposes
were $105,132 leaving a. balance of $231.
As we had a considerable balance at the
credit of the City in the Merchants’ Bank
at the beginning of the year. this has been
increased and at the _close of the year
stood at $11,663. The taxes were collected
with admirable eiliciency and success,
only $60.10 of the year’s taxes remaining
uncollected on December 31. We doubt
whether any other City in Canada can
show alike record in that regard.
It ought to be observed that our City
accounts 'are admirably kept and carefully
and audited, showing in the clearest pos-
sible manner the financial transactions of
the yea:-. This is as it should be and con-
trasts strongly with thc manner
in which the accounts _ of several
ol our Canadian Provinces are kept.
The debt statement shows just
how the indebtedness ofthe City is made
up. Our ordinary City debt is nearly
$228,000; our debt on account of water
works $230,000, and the debt on account
of sewerage $148,000. These make an ag-
gregate of nearly $606,000. The increase
which $11,000 was for City improvements
and $21,000 for water works improve-
ments. There was apparently full justi-
fication for this Outlay on capital account
expended. ~ _

- OUR WINTER ROADS,
S13,-The articles that appeared in The
Guardian lately on our winter roads are
timely and to the paint. For year past
these roads-have been gradually getting
worse and now they are a disgrace tb
any civilized community.
It might be asked, why it is that our
people have allowed their roads to net
into such a disreputable condition i In
other respects they have kept in line, if
not in advance of the other Provinces.
In the first place I think the Com'
'misoner of Public Works is fairly charge~
able with neglecting his duiy.,He is paid
a good salary and he is also provided
with ample means by the people to keep
roads in good repair The law is not per
feet but it is good enough to do batter if
there was-an a. .tempt in ide ta enforce it .
Here ls where the trouble comes in. The
Commlsioner is afraid to enforce his own
law The Sup°rvisors and Inspectors are
not appointed so much for what they can
do in locking after the roads, as for what I
they can do at elections. They think that
attending political meetings and shouting
for the men that pay them is enough for_'
the money they receive If these Super~
vlsors and Insp°ctors were elected each
ear or two by the dilferent country dis
tricts vi e would soon seo a charge fcr the
other in our roads.
