the execution of a treaty with

poiutmsnt of General Kuropatkin, who
was yesterday relieved of his functions
as minister of war, to the chief command
cf the Russian army in the Far East.,
was gazetted today.
\Vlth the possible exception of General
Uragomiroff, formerly governor general
of Kieff, and a member of the council
of state, General Kuropatkin is the most
popular man in the Russian army. As a
bluff old soldier who has fought his way
up ‘rom the bottom to be minister of
war, he is the ideal of the enlisted man
No one in the Gzar’a army has seen more
fighting. To find a deserving subaltern
and to give hi a chance for promotion
has always been his care.
The appointment of General Kuropat-
kin to direct command in the Held has
been recoiverl with enthusiasm, and his
leadership inspires confidence.
General Kuropatkin will be accompan-
|ied to the front by the Grand Dukes Boris,
Alexleff, Nicholas, and Michael Nikclaie-
vich.
The Emperor and the Empress gave a
farewell luncheon today to General Kur-
opatkin and the Grand Dukes at the Alex-
andra Palace.
The exact mission of Grand Duke Alexis
is unknown, but it is undoubtedly an

which a representative of the Pall Mall
Gazette had yesterday with Mr. Newman
of Thnrneycrcfts, well known construc_
tors of torpedo boat destroyers, gives an
interesting detail of the work performed
by the "horneta of the Japanese fleet," as
he called the destroyers.
“All their boats," he said, “were of the
most recents type," and he gave a list of
aight destroyers supplied by his firm to
Japan and every one of which was tak-
ing an active part in the present hostili-
ties, several of them being fpreaent at the
attacks on Port Arthur.
“Are their boats of most recent types 7"
Mr. Newman was asked.
“To all intents and purposes yes," he
said. “Take the Shlraknmo and Asashio,
for example. They have each a length of
215 feet ii inches, a beam of 8 feet and 4
inches,and their draught is S feet 4 inches.
They were designedifcr a speed of til,H2
knots, hut at their otiicial trials in this
country they obtained 31,72 knots, with
indicated hcraa power of over 700.
"Their armament consists of 0.75 Mill.
quick firing guns, mounted on s cunning
tower, and 5,57 MM. quick firing guns on
the main deck, four of which have widc
training angles on the broadside, and one
aft has a hroadslde and stern tire train-
ing.
Four Whitehead torpeloes are carried,
two of which urn stowed in tubes and two
in a tank bolow the wator line. The
amount of ammunition supplied tc A gun
Ia the same as that supplied to the 30-knot
English destroyers, while that for smaller
guna is four times that assigned to the
English boats.
