Alaskan boundary and other questions
had long been pending between the
United States and Canada, and that in
1898 a Joint High Commission was
appointed by the Goverume nts_ of London _
and Washington for their settlement
Lord Herschell, Sir \Vilfrid Laurier, Sir ‘
Richard Cartwright, Sir Louis Davis, and
Mr. John Charlton were appointed to
represent Britain and Canada and Hon.
Messrs. C. W. Fairbanks, George Grey,
John W. Foster, Nelson Dinglef, John
A.Kassonand T»J.__C_oolidge topresent

was appointed chairman. The meeting
was continued till 2nd September when
an adjournment was mader Resuming
on September 20th it continued till' 10th
Octoher. The place of meeting was then
changed to Washington where the sitting
continued from 5th January 1899 to 20th
February following.. Then an adjourn-
ment was made till August following. In
the meantime some important changes
were made in the personnel of the Cem-
imission. Mr. Grey received another ap-
pointment as Peace Commissioner at
` Paris and Mr. Faulkner was appointed in _
his stead. Mr. Dinglcy died on 13th Jan- j.
nary, i890 and Hon. L. E. Payne was
named to succeed him. Lord Herschell
died in Washington on lst March.
The work of the Commission was left
entirely incomplete when itlast adjourned
although a basis of agreement had been
reached on all other questions save that
`-of the Alaskan boundary. That question
was so vital and pressing that the Cana-_
dian representatives thought it' best to
A, leave open all the other questions until
this _ most urgent one is determined,
believing that this course reserved a better
vantage ground for Canada than if a part
were settled while the boundary matter
remained open. Subsequentlya temporary
boundary was agreed _upon between the
Vlfashington and London Governments,
which defines the respective limits of
national jurisdiction in the disputed
territory, without prejudice until a per-
manent boandary is agreed upon. '
Thus the matter stands at present. In
the meantime a Presidential election in
the United States and a general federal
election iri the Dominion have sustained
the tvso Governments of the United
States and Canada, so that the same an
thorities on both sides of the line are left
free to resume the uniinished and import
ant negotiations Senator Fairbanks has
given out the statement that a number of
letters have passed between him and Sir
Wilfrid Laurier from time to time since
the Commission last sat, and there ap
pears to be a geneial desire on both sides
that the work shaI be completed, but no
