fig 34 THE Barrier AMERICAN 267 W OF ASSEMBLY, own. LIST. _ . weouasmv, MARCH 20. ( Reported for the British American. The House went into Committee, when if Owen proposed the sum of Five Shil- m be levied on every One Hundred czes of Land, within the sever'al Townships [this Island, as well as the small Islands gouging thereto, and the sum of One Wing on every Town Lot, Pasture. Lot, t’atei' Lot, and Common Lot, Within the .0“ and Royalty of Charlotte-Town, ndthe sum of Nine-pence on every Lot the Town and Royalty ot‘ George-Town, ndof Prince-Town. Upon this a very nimated debate took place, which was . orted by Messrs. Speaker, Hyndmau, [ugh M‘Donald, Brecken, Binns, Dalrym- e, Owen and Cody; alledgmg that the xought tobear in an acreable manner on all lands in the Island, whether in own or Country, and that such was the tention of Lord Goderich in his despatch y the Lieut. Governor, in answer to the lldress of the House sent home last Ses- Dn. They said they could not see the . e between land in the Royalty ore than in the Country, and that unless le llonse would adopt a property tax, it asunjust and unpolitic to tax the’ lands any of the Towns or Royalties higher lan other lands in the Island. It was on the other side warmly main- lined by Messrs. Pope, Green, Brenan, ompton, Willock. and John Small M‘ onald, that it was the greatest injustice tax the lands in the country so high, hile the sums levied on the lots in the oyalties were diminished instead of in- ased, the present tax was intended to be ermanent one, and was to be put on lieu of all Quit Rents. By the tax now force, which suspended the operation of e Quit Rents, during its continuance ere was Only two shillings for every one lndred acres ofland intheTownships, and o shillings on every lot within the Town dRoyalty of Charlotte-Town. and one lling and four-pence on every lot in the fin and Royalties of George-Town and ince-Town. And what equity they would was their new in raising atax from two. live shillings for each one hundred es in the Townships while it went to ace the rate of taxation so much in Towus and Royalties. If the land re no better in the Towns and Roy- us, than in the Country,in proportion to antity. it had at least the privilege of urning six Members to the House of sernbly. and from the present appearance “1mg”, it eVidently appeared that those Possessed property. in, or represented cared nothing about the Coun- ! only to tax it, .for the support of the wns. While the seat of Government is Charlotte-Town; it is clear enough a '1 t‘b '1 O it is there the Civil List would be expend- ed; and whatever Lord Goderich intended in the despatch, respecting an, equitable or acreable tax on landwit was not to be supposed that he eVer intended to raise the rate of Quit Rents on the Country lands for the sake of reducing them in the Towns. Formerly His Majesty’s Govern- ment imposed a Quit Rent of Seven Shil- lings sterling on each Town Lot in Char- lotte-Town, and now how could the peo. ple of Charlotte-Town complain to pay a sum in lieu of that Quit-rent, of three or {our shillings currency per Lot. It was a fact but too well knowu, that there were great monopolists in the Towns and Roy- alties, as well as in the Townships, and if a tax, in order to settle, orcompel the settle- ment at the latter was necessary, why not the same argument hold good respecting the former, a lot in either Town or Roy- alty intitled a man to a vote, and why not tax that as high as a hundred acres of land in the country, which conferred no more privilege on the owner or occupant. On a division, there appeared ,for Mr. Owens resolution, Messrs. Owen, Breck- en, lBinns, H. M‘Donald, Nelson, Dal- rymple, Cody, Hyndman, Roderick Mac- Neil.—Against it Messrs. Pope, Brenan, J. S. M‘Donald, Green, Cooper, Willock, Compton. Messrs. Brenan and Pope pledged themselves to vote against the Bill in case it should be brought in agree- ably to the resolution—Since the above was in type we understand that the rate has been from five shillings to four and six-pence per hundred acres in the Town- ships, and in the Royalties and Towns, raised from one shilling to two shillings per Lotin Charlotte-Town, and from nine- pence to one shilling and four-pence in George-Town and Prince- I‘own. "SATURDAY, naacn, ‘23. House in Committee on Bill appointing Commissioners for superintending a new edi- tion of the Statute Book, on filling up the the Blank for limiting the time for taking- in Tenders l'ron- Printers, it was prOposed that it should be filled up with the words “ rnnmc NEWS-PAPERS or rmivcs: xenwAnn ISLAND" Some others remarked that its Publicity ought to be confined to the Royal Gazette. 0n the divisnu taking place, it appeared that in favor of the Royal Gazette there were five, and against it five. Mr. Owen being in the chair, and having the casting vote, he said, he could not think at patronizing that blackgnard and villainous Paper of Mr. .Wbite’s, and would therefore vote against it gt tting the publiCa- cation of the notice for the Tenders.—rnoni- more!!! “1" T HE S UB S CR‘IBER ofl'ers jbr sale, 10 Pun.
