'Sees Canadian Magazines In Danger From U.S. lmporfsl OTTAWA (CPI-Finance Minis- ter Harris, stating that the long- run future of Canadian niagazincs "appears to be in jeopardy" from lore i g n periodicals. an- nounced Tuesday night a 20-pcr- cent tax will be levied next Jan. 1 on gross advertising revenues of Canadian editions of foreign peri- odicals containing some Canadian advertising. The special excise tax, an- nounced in the ministers budget speech to the Commons. will not apply to foreign magazines sold in Canada with the same 8dVeI'IISIIL' and editorial content as in their A home countries. It will be imposed. however, on what Mr. Harris described as "a few cases" where a foreign maga- zine publisher issues a special ('flIt- tion for Canada differing from his home edition through inclusion of some reading material for Canada . and sale of some pages-"often a great many pages"-to Canadian advertisers. It is understood these regula- tions wlll apply to the Canadian editions of Time and Reader's Di- gest-two mass-circulation United States magazines-a-" a number of other American publications.
