The point IS. howevir, that ii the peril m not properly coinnilliiig our iiiaitpoivcr had been clearly re- cogiiizt-zl from the outset, the trend would have been (liffcrciit. This was not donc, obviously, because thc government both lacked the machin- ery and the personnel to do it, and did not fully envisage the problem it faced. In any CVFIIL 11 wgtiltl have been an exceedingly hard thing to do. In fact. the problem was ignored until to- dag; when it is admittedly still more difficult because our war economy with all of its defects has become set and rigid. The weakness in the handling of manpower says Ur. Llexter, is well known at Ottawa. It ts thought. however, to be impracticable to break down the present structure and, in this way’, seek» t.) rQcQVCr lost opportunities. All that is now regarded as possible is gradually to bring about ctingcs along the desired lines. And even so, it is still not clear that Ottawa. is pre- pared to use compulsion with respect to civilian employment. If men are out of work, should they be com- pcllcd by the employment. 1111011811 1115 power to issue permits, to go where they are most needed; to do so regardless of lower rates of payi? Nobody is prepared to answer that ques- tioit. It is not denied, however, that the compulsion hitherto uscd by tiationzil selective service has achieved relatively little. Every time the issue has had to be faced, the administrative machinery has broken down. The employment agencies have failcil so far to insist upon men and ivo- men taking the kind of work which will best serve the national need. It is probably true that the labor department, which now includes selective service and the employment agencies, is better equipped to do a good job than ever before. The next six months will provide an acid test. Censoring Parliament i Hon. R. B. Hanson raises a grave point when he charges that questions which he submitted for the order paper of the House of Commons have been barred by the censors. He is quite right, comments an exchange, in saying that this constitutes a threat to Parliamentary pri- vileges. We have come to a dangerous state of bureaucratic control, if the censors can thus interfere in the actual" proceedings of Parlia- ment. _ Adinittetllyg questions can be framed by members which should not appear on the order paper. .i\s has been pointed out, their very phraseology' could give valuable information to the enemy. When stich ruiestioiis are submit- ted, however, it is the Government's duty to see that they do not appear, after it has explained to the iiicmliei" asking them the reasons why it would be iiidiscreet for them to be published. /\nv other procedure brings Parliament under tlic iloiiiiiiatiriii of burcaux which should be its servants, not its masters.
