An interesting study to the politi- cian is the length of time which a. given party is able to retain power under our system of free Govern- ment. In France the Government changes almost yearly on an average, and sometimes there are several changes within twelve months. In Great Britain the average term of power is much longer, but in both these cases there are questions of war and peace. and international compli- cations of a sort that public men in Canada have little to do with. In provincial politics these are almost wholly excluded. It is therefore with domestic aH`airs that our statesmen, federal or provincial are almost ex- iclusively concerned, and by their _management of the immediate cori- cerns ofthe Dominion or of a Prov- ince our Governments stand or fall. We may begin at Confederation and see how it has fared with the ‘parties in thirty-two years since that great event. The Liberal Conserva- 'rive par*y had the first innings in §l)ominion affairs, and held on for six _years till 1873, followed by five years ‘of Liberal rule down to 1878, and then came the long Conservative term of eighteen years to 1896, since ,which the Liberals have held the ,seals of otlice for three years. Since then successive Liberal _administrations have held control down to the present. Their term of power is said to be the longest ever known in the British Empire under our present system` of responsible overnment. Ontario has had four years of Conservative rule and twenty-eight years of- Liberal rule since 1867. ' Quebec has had a record almost as distinctly Conservative as that of Ontario has been distinctly V Liberal. As in Ontario the Conservative ‘party were in power at the beginning of the new order of things in 1867 and held on under successive Pre- miers till 1878 when the Liberals, ur der Mr. Joly came in for a year and a half. A Conservative term under various leaders then came on and continued *-ill January 1887 when the Mercier Adminstration was installed and lasted 'until the end of 1891. The Conservatives then had their innings till May, 1897, since which date the Liberals under Pre- mier Marchand have been in power. Thus in Quebec, as at Ottawa the Conservatives have ruled for about twenty four years, and the Liberals about eight years out of the thirty two. In Nova Scotia the Conservative party held office at the union, but only for a few months, the Liberals _having captured the seals in Novem- iber. 1867, They remained in oilico until October 1878. A Conservative ,ministry then succeeded to a four years term down to 1882, since which time the Government has been Liberal. Twenty eight years under Liberal control and four years under Con- servative rule have been approximatelv the relative terms of party dominance in Nova Scotia. In New Brunswick, where a com- posite system of Government has pre- vailed, it may be said generally that from 1867 to 1882 the Conservative element was dominant, and from the latter date down to the present the reverse has been true. Taking the four original Provinces of the Confederation it will be seen that collectively they have chown a. preference for Liberal rule, while federally they kept the Conservative party in power for three-fourths of the years since the union. _ The ex- ceptions are Quebe:,which has usually preferred a Conscrvative local ad- rninistration, and New Brunswick, where the federal party system has 'been excluded.The Provirces of P. E. Island, Manitobii and British Colum- bia have each seen more years of Conservative than of Liberal rule since theyjoined the Dominion. But it is to be remembered that while all the seven Provinces were under Conser- vative control at the time of their ac- cession to the union, five of the seven are now ranged under the Liberal banner, as is the Dominion itself.
