The Speaker took the chair at three Oo clock. On motionof Sir Joho Macdonald, it was resolved that Government business should have precedence on Mondays for the cemainder of the session. The Govern- ment already had all the other days. _ Hon Mr, Chapleau moved the third read- ing of the bill amending the franchise act. the amendments by Brien reducing the income qualification from $500 to $260, and by Mills of Bothwell that an elector should vote only in the constituency where he resides, was lost after division, and the bill was read a third time. In commistee on the “anking Bill, a long discussion took place o. the clause respect- ing over issue of notes. It was contended that the informant should not be allowed tu participate in the fines imposed for this offence, and also that penalties should not be imposed in consequence of unintentional over-issue. The clause was, however, pass- ed without alteration, save the addition of a provision that the fines imposed should not form # charge on the assets in the event of failure, until all other claims were paid Ellis moved to strike out the provision’ that the Government should have a_ first claim after payment of notes in case of in- solvency. He thought the Crown should have no priority.
