may seem, the Lord Provost of Glas-
gow has allowed himself to be lured
from the “comforts” o’ the Saut-
murmt to cross the Atlantic and this
the streets of Montreal, having ar-
l-ie lelt to-day for Ottawa.
lint what is a Lord Provost any
asli` such, a question, it may be stat-
ed that n Provost is the man whom
the Scot admires the most. People'
who dont know any better compare
o Provost with a Mayor, but he is
much more than that. he owes his
position not to any party success at
the polls, but to his own shrewd
holiness qualities, displayed during a
long apprenticeship in the Municipal
Lfouncll. 1-ie does not hold oihce for
one year, liiue a mere English Mayor,
out is appointed for three years hy
his fellow councillors, Nay, more, as
the Scottish proverb says, "Aince A
i'i-or/ost, aye a. Provost." He is ne-
\'.-r plain Mr. agaim, and to his dying
duy he is addressed with the sooth-
ing word of "Provost," “Hoo are ye
the oay, Provost," “lt's a fine
moi-n'ng Provost." “As the Provost
was saying,” these are the expres-
sions with which he is greeted
though he may long have passed the
l-‘ro\'ost’s chair. A Provost, there-
fore, is a man oi great dignity, but
a Lord Provost it need hardly he
said, is doubly more, especially the
Lord Provost of a city like Glasgow.
HIS IMPRESSIONS
One wonders what the Lord Pro-
vost will say about Montreal when
he gets home. Fancy a man visiting
our city who presides over a town
council which runs street cars with-
out overcrowding for its citizens,
whose water system is never in dan-
ger of running short, and is so pure
that spring water companies are un-
known in Glasgow, which supplies its
gas to its citizens at a half dollar
and less a thousand cubic feet, and
whose 'City Hall is above all suspi-
cion of grait.
The Lord Provost of Glasgow who
is visiting Canada at this time, is
Mr. D. M. SLevenson,, one of the
greatest authorities living on Muni-
cipal enterprise. He is a rarity
among l_'ord Provosts. In that he is

harbor you find great lines of steam-
ships trading between our city and
the Scottish port, and if the other
vessels do not hail from Glasgow,

Clyde.
Seeing-that Montreal, that Canada
owes so much to Glasgow, let us

in the coal trade, in which he built
up one of the largest coal exporling
businesses in Scotland. He is sixty-
two years of age, and has been o;
town councillor in Glasgow since
1802. As indicated, he warmly he-
lleves in municipal ownership. In his
younger days he advocated the muni-
cipalizing of the tramways, which is

in this direction._ he was also the
means of securing a system of muni-
cipal teiephones for Glasgow, to en-
aule the citizens to fight the mono-
poly held by thc telephone company.~

ested to learn that he is a strong
temperance advocate, and has been
associated with policies for the re-
duct on of iidenses in Glasgow. A
man of strong opinions he is not
afraid to express them, and recently
when Lord Roberts visited Glasgow'
to advocate conscription, the Lord
Provost when entertaining the veter-
an Fleld Marshal, who is an honor-
ary freeman of Glasgow, made it
plain, in a tactful way; of course,
that he did not agree with the policy
advocated by "Bobs." V
