HQ ICAMO Eastern C Anmi Ave., nellles” Phone met Local ll Utilities glianlsslen Continued from page 1 inquired about th educational standards required I apprent'ces. Mr. Mecliay told her they tried to hold it at Grade 11 or 12. but could not always do so. He said the apprentices were trained on the job 'under the supervision oi the ex- perienced employees. Public Welfare Mr. J. 0. ,C. Campbell noted that up to that time there had been no mention of a strike in the hear- ing and spoke of a letter directed to Mr. MacKay telling of a strike vote having been taken. He asked the witness the relative effect on the safety and health of the people if the light should be cut off and the telephone service stopped. Mr. MacKay thought either one would be serious. He said thatiln some rural communities he could see that a phone service stoppage might be very serious. , Mr. Aflison Gillis. commission counsel, asked if it were not true that the present day method of re- porting a fire was by telephone. When told he was correct Mr. Gillie suggested that. this alone might present a serious matter. Regarding the purchase df sup- plies hc said that the majority came from Northern Electric Com- pany, but items such as tools might be purchased wherever they could be obtained cheaply with regard to quality. Mr. Gillis asked if the witness knew of any liidustry where the five day week had proven preter- able. Mr. MacKay replied that he could not say as he had never worked it himself. He maintained that it was only logical that more work would be done in 5 1-2 days and criticized a remark of the previous day that the workmen go- ing out Saturday ' morning lost most. of their time loading their truck. He said the truck should be loaded the night before under nor- mal practise. Asked it he thought. the five day week sent .the man back with re- newed energy he replied that if it did ”this age is decadent". Income Taxes Mr. F. Doyle, general manager, was recalled to the stand by Mr. Randolph W. Manning, Commis- nagtssion adviser, and they held a financially technical discussion on the method of computing income taxes for estimated years. Mr. Campbell inquired about the method of handling long dis- tance calls and was told there are cables from Wood Islands to Carl- bou and Irpm Borden to Cape Tor- mentine. Messages are also carried via the micro-wave station from Tea. Hill to Fraser's Mountain. NS. There is also a VHF system operat- ing between Egmont Bay and New Brunswick. The cables. he said were owned by the Federal Gov- ' ernment while the micro-wave was jointly owned by the Maritime Tel. and Tel. and the Island Telephone Company, and the VHF was jointly owned by New Brunswick and the local company. Mr. Bruce Judson. secretary of the Alexandra Rural Telephone Company. said there were several small rural conitpanies operating on a. poor scale. He said most of their equipment was obsolete. He said the reason for them being in such poor shape was lack of sun- ervision and financial conditions. He told of the costs ofdnstalling phones in farms and said that generally the small company ser- viced the farms. It was the high cost to the farmer that was the reason for fewer nurait phones, he stated. He said it was the duire of his com-par.-y to co-operate with the Island Telephone Company toglve the best possible service. Agricultural Conditions Mr. A. Walthen Gaudet cited a large number of figures to give a picture or agricultural conditions in this Province and concluded by reminding the Commission that we do live here on a lower economy than elsewhere in Canada. Mr. Gaudct pointed out that 111 lndnisti-ial centres where men lived long distances from their place of employment a. 40-hour week might be needed when a man might spend two hours a day in going to and coming from his work. Here, he said, iew were more than 10 or 15 minutes from their jobs. He maintained that one of the necessities of rural life is a. tele- phone and any increase in costs would lead to a decrease in use as farmers cannot go on in the face of declining farm incomes. I Ber Aee'ri. Resolution Mr. Campbell said he wished to rrad into the remrd a recent reso- lution passed by the Canadian Bar Assoeiatloii. The resolution in question reads: "Resolved that the Canadian Ber Association recommends that 1GIls- latlon be enacted by the Parlia- ment of Canada. and by the re- spective Provincial Legislatures to enable the Govemor-in-Council or the appropriate Lieutenant. Gover- nor-ln-Councll to withdraw the rights of strike and lockout and to substitute further compulsory binding arbitration in the case or any spec-inc labor dispute where such authority considers that the health or safety of the general public would be pieced in leop- ardy”.
