Now I have no doubt tllat ill india and the other subjects States our rule is full of imperfections. But would our retirement, ill many cases, be an advantage or il. disadvantage to thc subject race? lt is not li question only of the faults ol' British rule; it is a question also of the comparative virtues of British and other foreign rule. lf we leit india, could tllo natives hold it? Il' Russia, or lfrallce, or Ger- many conquered llldla. would the lll- dians be better off or worse than they now are? lt has always seemed to mc that we cannot abnlldon our (iolonles or dc- pendellcies; und that we might IIHVG to defend them against other foreign Powers until we can make reasonably sure that our retirement will not ex- pose thcm to worse evils than our owll rule. To give india to the Indians, Cann- da to the Canadians, and Egypt to the Egyptians, I i'or one aln quite willing: when these peoples wish for slid are fit for self-government and self-deb ence. But to atons for an injury by exposing our victini to a greater ill- _lury seems to nie an aggravation of the wrong. Let us be just, even to our own country. The Belglans ln the Congo State. the Germans in roland. the Spaniards in Cuba, the Russians in all their dependencies. do not seem to have improved on British methods, imperfect though our methods may be. The Japanese in Korea, the French and Spaniards in Morocco, do not seem to have inspired much love or confidence ln the native breast. Give up India? To whom? And how? And why? Improve the Government of india? Certainly. And while we are about it we might do a little for England. We might trust our people more, and educate them better, and exploit them loss. Then perhaps they would be- more willing to trust their rulers than they now are. Then, perhaps, our ruling classes would not be afraid to do their duty for fear of the public wrath. Today the ruling classes dare not trust the people with real democratic powers. dare not trust the people with arms. The people, on their part, dare not trust tneir rulers with me kind of Army essential to the safety .b Jo' nson 8: Johnson Th Quality Drug Store I |‘IffL\\\\\\\\\\' of the Empire. "Tile masses are ignorant, they ure lazy, thf~_v :ir-\ drunken, ilnnrl-'lil' ~ prone to rlot," their rulers say ill their acts if not ill words. Whose fault. is tllat, gcntleulen? Wllo has clailllell the right to govern, to educate, to clllploy the people? None knows better than the ruling class what will happen should disast- er l-olne upon the nation. Thcro need have been no ilulorullce, no vice, no llisluicctioll, no class hatred, no dan- gerous povcriy, had the ruling class rulcd wisely. There need hc no disaster had the ruling class done their duty. There need be no disaster yet if the ruler will be brave cliougll to tell thc peo- ple the truth and trust them. The Empire is ill danger. lt is not well with us at honle: it looks dark for us abroad. What lilo British nation stands most ill llecd of ill this portentous hour is a lnail. Look where we will, wo sec only party politicians; listen as wo may we hear only party politics. Tllo nation is broken up into purposeless factions; will for weeks be crazy over meaning- less election cries. Tile German nation is homogeneous: organised. Their imperial policy is contilluous. Their rulers work stren- llously, sleeplessly, silently. Their principle is the theory of blood and iroll. l do not want war: I want peace. I am not an enemy of the Gernlnns, hilt n fricnd. I like Germany; but l love England, as a man loves his mother, or his wife, or his comrade, or his home.
