The Guardian, _Wed., Sept. 14, 1966. 7 Quebec Premier May Chop Slice From ‘66 Budget QUEBEC (CP) — Premier Johnson of Quebec is anticipat- Ing a chop of at least $100,000,- 900 in the provincial budget and less borrowing than the $600,- 000,000 called for by his. prede- cessor in office, Liberal Jean Lesage. Before the Union Nationale victory in the June 5 provincial | election, the Liberals otving | down a 1966-67 budget involving expenditures of $2,000,000,000. Sunday night, minutes’ before an address to, Quebec food re- tailers, Mr. Johnson told a) group of reporters of the $100,- | 000°000 minimum cutback in the budget, saying most of the cuts would come in the field of capi- tal spending. He gave no other details. NEEDS NO APPROVAL Mr. Johnson said the govern- ment will not necessarily bring | down a new budget this year. | It does not need legislative auth- orization to reduce spending, he | added. He: said--he-is -sure--the-Liber- als would not have tried to bor- row the-$600;000,000 "mentioned in their budget. Asked about possible areas of | spending reduction, he — said | there is no question of reducing | expenditures on Expo 67. In his speech, Mr. Johnson said he is not unduly frightened by a “claimed threat’ of: in- fated food prices resulting from Expo, which will be held in Montreal. ‘China Hints Major Change In Leaders TOKYO hinted at new. and important | changes at the top of its politi- cal ladder and cast - vague doubts on the “status of some of “Communist party . Chairman Mao _—Tse-tung*s oldest com- rades A listing of leaders indicated | that such high figures as Prsi- dent Liu—Shao-chi, aged. Mar- shal Chu Teh and- Chen Yun are no longer members of the politburo’s prestigious seven- oa standing committee. In addition, a dispatch by the official New China. news agency~did not. mention Pre- mier Chou En-lai’s most im- partant- party function, that of one_of the party's five deputy chairmen. - This could mean there now is only one deputy chairman un- deg Mao—Deferice Minister Lin Piao, the emerging military strongman. Listed Monday for the ~ first time as a member ‘of the polit- buro standing committee was Kang Sheng. He _ recently --emergetl-as~one.—of -Mao’s- top lieutenants—in-the—cultural-_purge ow Sweeping China. « The standing committee pre- viously was composed of Mao, Liu, Chou, Chu, Chen Yun, Lin and party general secretary Weng Hsiao-ping. The:.seven leaders listed first by the New China news agency at a mass rally Aug. 18, were Mao, Lin, Chou, Tao Chu, Chén Po-ta, Teng and Kang Sheng. The appointment of Kang added strength to the view that this is the new politburo standing committee.- Trade Balance | Is Improving OTTAWA (CP) — Canada’s 1966 trade balance.for the _first seven months showed sharp im- provement over 1965, the Do- minion Bureau of Statistics re- ported: The export balance on com- modities was $134,000,000 to the end of July, up from $6,100,000. Mr. Vachon, who was .sus- pended and _ later dismissed from the force last April shortly after he hecame head of the newly-formed association, said “conditions are so- horriblé—that policemen will leave the force, not singly, but. in masses,”’ to join municipal police forces in the province. “The problem is not. over waves,” Mr. Vachon said. “Our man concern is the practice of heving some officers work as n -h as 80 hours a week with- o overtime pay.’ ‘ GRACE TOPS POLLS Dr. W.
