The Proyress must be mistaken. Tue St. James’ Kirk Bazaar takes place in the Market Hall, at 3 o’clock, to-murrow. There will be found at this bazaar a large assortment of fancy and useful articles, which will be sold cheap. ‘The proceeds will be applied to the liquidation of the debt on St. James’ Church. New Banks will not be allowed to issvre notes, except on security of Government bonds dollar for dollar. If Bank stops, bill holders to be paid first. There is no doubt that when the Banking Act comes before the Commit tee on Banking, a sharp lookout will be had by these whe favor a national currency They are opposed to tying up the question by giving banks extended rights as to cir- culation, or by giving them charters of long duration. The probability is that the time will be limited to ten years, and that the Government will take to itself large powers of issuing Dominion notes. The scheme for censolidation of the Western Counties and Windsor Railways contemplates a Dominion guarantee of in- terest. Mr. Noble to-day made a number of tests in Canadian and American oils, before the Minister of Inland Revenue and others. He explained that it was the presence of gasoline that caused explosions ; that there was no gasoline in Canadian oils, and that the actual differetive in the fire test be- tween the two articles is ten degrees. The Minister is giving his best attention to the subject in order that the coal oil question may be settled satisfactorily to the Mari- time Provinces. Lawore, March 29. The British Commission, at an interview with the Chief Sirdar, said there would be ho permanent annexation and nerestoration of the ex-Ameer. A large body of men are reported pre- paring rafts to cross the Cabul river to raid on the British outpests, and a force has been sent to disperse them. The Hazaars have defeated Mahomed Jan ; the latter’s loss was 70 killed, in- cluding his brother.
