Hc mentioned a recent ship- ping of smelts by a citizen who jiad lost. a _large sum by neglect of the I.C.R., and later recovered a sum in a lawsuit. This amount was unfairly charged up to the P. E. I. R. even though the fault was 'with the I. C. R. He said the P. E. I. R. was feed- ing the I. C. R. without any remun- eration. He claimed just rights for P. E. Island. This province is not asking a great dea_l and transporta- tion rates should be adjusted. If a car ferry will do it let the Govern- ment provide it. He would support any Government that- would secure the iadiudication of this question. He em- phasized the importance of the Trans portation question and said all mem- bers should »unitc with the one object of obtaining rbdress for tire wrongs noiv existing. He asked that every member would deal with the matter _in a true patriotic spirit leaving out all political feeling. He moved an amendment to Mr. Kennedy‘s resolu- tion as follows: Amend Resolution by striking ont all after the word "whereas" in the first line and substituting the follow- ing in lieu thereof : ` . The prosperity of any Country de- pends in a large measure on its faci- lities for transportation ; And Whereas this Province owing to its natural isolated position suf- fers a severe handicap in the matter of its trade relations; And Whereas It s desirable that this Province be put on equal footing with the other Provinces of Canada as regards transportation and pas- senger rates; And Whereas This Province is fut- ther handicapped by exorbitant ex- press chargca and inferior expreu service; , And Whereas the P. E. Island Rail- way train arrangements are most unsatisfactory and the Time Tables unsuited to the reasonable require- ments of the people. And Whereas (iur present telegraph service should be improved and the rates reduced; And Whereas The Government of this Province, the Board of Trade and our Represciitativcs in the Fed- eral Parliament have repeatedly brought these matters to the.atten- tion of the Dominion Parliament without obtaining any appreciable redress; Be It Therefore Resolved that a committee of this Legislature be ap- pointed to mcmurializc the Govern- ment of Canada setting forth the various disabilities of our people un- I der existing circumstances, and to in- sist upon an adjustment of the mat- ters complained of; Further Resolved that copies of the said memorial be forwarded to all the Federal Representatives of the Maritime Provinces with the re- quest that they urge upon the Dom- inion Governmcnt the granting to this Province of the said improve- ments asked for.
