This Section prescribes the mode of sum- moning the Council—thc mode to be the same as that of summoning the House of Assembly. . This section provides that the Legisla- tive Council so elected under it shall possess, exercise, and cine all the authority, powers, honors, and priv eges exercised and enjoyed now by the members of the Legislative Council of this Island; and further directs how a Presi- dent shsll be chosen, and provides that he shall be pa‘ at the same rate and in the same manner as the Speaker of the House of Assembly is id; and also that each of the other members 0 the Council shall be paid the seine amount and in the same manner as the members of the House of Assembly for the time being are id. 7th. No person shall be qualifi to vote at the Election of a Member of the Legislative Council who is not the owner of of the current money of this Island, over and above any incumbranccs that can aflect the same ; but every male person, not subject to any legal incapacity, o the age of Twenty-one ears and upwards, and being otherwise qualifi as afore- said may, and he is hereby em wered to vote at such Election or Elections or a member of Council, provided such Elector shall have been resident in . fo the space of Twelve Calendar mouths, and had or possessed his qualilications for Six Calendar months previous to the tests of the Writ of Election .—No member of the House of Assembly or Executive Council to be privile to vote or interfere, in any manner, in c Election of a member of the Le 'slative Council. tlr. This Clause &rescribes the mode in which the members shall sworn in. 9th. This regulates the mode of proceediu for the determination of all questions whis ma arise as to vacancies, or as to the qualifi- cation or di ualilication of any of the Members. 10th.
