Burnett; Amoclnts Editor, Walker. ~ "The Strongest Memory is Weaker The the Weakest Ink.‘ MONDAY, SEPTEMBER 23, 1946 When Farmers Strike Our Canadian Federation of Agriculture directors at their Charlottetown meeting re- pudiated _the action of the farmers who went on strike in Western Canada, and there is no doubt that they were well advised in doing so. ln this connection the Winnipeg Free Press says in part: ' Three of the four demands (of striking western farmers) involve the granting of new bonuses or tax exemptions to one section of Canadian citizens who, in the next breath, in- sist that they should receive new guarantees of higher floor prices for their wheat and greater returns for other branches of farm produce. lf every group in Canada, whether industrial or agricultural, pursued this policy of asking for lower taxes and higher returns, the demands on the Federal treasury would never cease. Besides, the striking farmers and their lead- srs seem to have ignored completely the place of price control in the economy of Western Canada and the whole nation. The cost of living would have rushed out of sight had it riot been for these checks on inflation. To ig- nore this fundamental fact while raising a cry for higher returns is the essence of irresponsi- bilit . yTo the sxtent that the parity policy has been applied elsewhere it has entailed control of production and the rigidfication of the agricul- tural economy. Either or both of these conse- quences would be disastrous for western Can- ada which, more than any other great agri- cultural area in the world, must strive to meet the changing needs of the world and to compete in world markets. By striking now and prolonging the non- dslivery of farm produce these misguided farm- ers run the risk of keeping food from hungry Europe, aggravating existing shortages, and building up inevitable resentment against this country from which they themselves, as well as the rest of Canada, will suffer. Surely this is a policy which reason condemns and conscience forbids. New Wheat Policy The most important single" feature of the new wheat policy of the Government lies in the contract made with Great Britain for the sale of 600,000,000 bushels of wheat over a four- ysars period. Canada has agreed to sell, and Great Britain to buy, 160,000,000 bushels annu- ally for two years, and 140,000,000 bushels an- nually for the next two years. For the first two years the price is definitely set at $1.55 per bushel. For the subsequent two years the prices are yet to be negotiated, but the mini- mum is to be $1.25 per bushel for 1948-49 and $1.00 per bushel for 1949-50. When those lat- ar prices are negotiated Britain agrees to take into consideration the extent to which the $1.55 for the first two years has been below the “world price," which phrase is used in the agreement. That clause may be difficult to interpret when the time comes to interpret it. Apparently it means that Great Britain, while not now prepared to pay more than $1.55 per bushel for wheat, will be prepared in the fut- ure to give some compensation from the cur- rent advantages now derived from such a price. Many critics argue that Canada should not set much store upon this British guarantee of fut- ure prices. Their argument is not that should the contract later be onerous Great Britain might seek to repudiate; it is rather that it would be bad business an the part of Canada to hold Great Britain to buch a bargain-should lower levels for wheat actually prevail in sub- sequent years. Britain's Trade Recovery Great Britain is trying to expand her ex- port trade by 175 per cent above the 1938 vol- ume. She has now reached two-thirds of that objective. ln May, exports stood at 114 per cent of the 1938 figure. The next month saw a drop to 86 per cent, but July recorded a sharp gain amounting to 120 per cent of the i938 average, after making all allowances for increased prices. But this emphasis on increased exports is only one aspect of British policy. During this period, when her exchange position is still out of balance, the United Kingdom is equally de- termined ta" reduce imports. As a result, the volume of imports in the first six months cf the year shrank to 64 per cent of what it had been for the same period in 1938. The sffect of this policy is, of course, vary marked in Canada. In addition, Britain's coal and stssl prob- lems pass many hazards that must bs solved if the export drive is not to slacken. . It is still too early to say when the 1938 objective will be reached. But the progress al- ready made, and the clear-eyed acknowledge- ment of future problems, are the best pledges that Britain will regain her trading position and solve her exchange dilemma.
