The amount of the estimate for refunds in 1878 is only $70,713.76, a decrease for this year of $72,829.38. The total amount ot the estimated expenditure for 1877 was $?.616,046.89 ; the total amount for 1878 is 2, 542,353.94, a net decrease of $73,692.95.
