The intensity of the coloration varies with the time of ex- posure to the iodise. Places where water bas previously fallen and dried may still be detected after the paper is completely -arurated with water, the parts which were first wet being turned an intense vi let blue by the iodine, while the other parts become biue. Even rubbings, such as those which are made by bread crumbs and elude dis- vovery by other methods, are clearly brought out by iodine vapor, and erased racings of a soft pencil are made legible. Che certainty of the results depends much upon the quality of the paper and the elapse of time, irreguiar wetting or rubbing giving '8ix months is indicated as follows, compar- ( i ci a Y, APRIL 29, 18941. The financial authorities do not believe that a sufficiently long time has gone by since the aduption of the McKintey tariff fin which to judge of its effects upon the trade of Great Britain. Its nor- mal color is » dark slate, which can be wedified by pigments. A German electrician, Herr Gulcher, has made a thermo electric battery giving electric power equivalent to 1.08 per cent. of the heat employed, and hopes to exhibit at Frankfort a battery which will yield at least 5 per cent. net effect. Uf course no one can blame a newspaper for obtaining information about the proceedings of the court of in- quiry, but some one connected with the business is open to very serious censure for giving that information, which was suppos- ed to be strictly private and known only te few officials. And in the service it has always been regarded asa grave bresch of professional etiquette to provide any paper with details of military information. Ona the military side of the question, however, we prefer to say nothing ; the resul's of the enquiry will be public property before long, and will probably be very different from what the public have been led to expect. On the other side, however, we have a ‘perfect right to speak ; and_we consider it ab minably b:d taste, and at the same time bad policy, to parade an «fficer’s pri vate affuirs befure the putlic. The whole thing lo ks uncommonly like a ruse to divert the attention of the public and of the ‘fiicials trom the point at issue, aud to create a prejudice against an «fli er by con- siderations which have no right te any place whatever in the discussion. And this view of the situation is burne out by the fact tkat several other statements have appear- ed in the public prints which must have struck. any unbiassed observer as deliber- ately planned with the same object.
