ILLEGAL PROCEEDINGS. | ‘lue Government organ, of Wednesday, owing editorial item : 4 “ Railwey Superintendent Sharp is at Southpor: and Lot 48, this afternoon, se- curing ri, hts of way from the farmers along the surveyed portions ot the Beifast and Murray Harbor railways.” ee vite all honest men in the country end ponder this item, Why this ecuriog rights } wee it to read wonderful promptness in ge ofway? What about the amount of pensation that must he fixed the right of way is signe@? Is Superin- tendent Sharp actually pegotiating regard- og compensation with landowners, some ing of whom are the electors of Belfast and before othersof whom are ,in a position ‘to use iafluence in the coming elections ? The whole business smacks of “fraud and corruption. Not one inch of ground wil] be required, under any circumstances, until the snow meltgin April, Therefore acy dickering just now with the question of right of way is to serve some ulterior purpose. But the whole proceeding is The Railway Act clearly provides _for what must be done before a railway liae is located and rights of way negotiated for. All this is plainly laid_ down in sections 7 and 8 of said act. : After taking surveys and levels a ‘map or plan and a book of reference must b> prepared, containing -descriptions of the * lands required, the namesof the owners ~ and everything necessary to a right under~ standing of such map or plan, which must be signed by the Minister or Deputy Minis- ter and acopy deposited in a public office. Sub section 8 states that until these provisions are complied with the construcs tion of the railway shall not be under« taken. Subsection 13 of section 8 of the same act provides as follows : Taree “After the expiration of ten days from the deposit of the.map or plan and book of reference and after notice thereof has been given in at least one newspaper, if there is any published in such of the districts and counties through which the railway is in- tended to pass, application may be made to the owners of ijands, or to pers sone empowered to convey laads or inter- eeted in lands which may suffer damage from the taking of materials or the exer- cise of any of the powers granted for the railway; and thereupon agreements and contracts may be made with such persons touching the said lands or the compensa~ tion to be paid for the service or for the damages, or as to the mode in which euch compensations shall be ascertsined.” We are linformed that no plan or book of reference has been filed in any public office here, and the notice calling for ten- ders only promices that plane, grofile, etc, may be seen at Moncton and Charlotteiown after the 27th of November. Nor have we been able to find that any notice of the filing of the required plan or book of reference has appeared in any newepaper of Queen’s County. This be~ ing so, any attempts to secure rights of way are wholly iliega!. A fresh proof is thus furnished of the bogus character of Government dealing with the Southern Railway. Superintendent Sharp would be much better employed in discharging the legiti- mate duties of his office than in engaging illegal. in what, under tbe circumstances, must be regarded as partisan and illegal work, A day of reckoning may come for all this! wrrere SHARP WORK ! Tue sane number of the Patriot which announced the date of the elections in Bel- fast and Murray Harbor contained an ad- vertisement signed by Mr. G. A. Sharp, Superintendent, inyiting tenders for the grading of ten miles of the Belfast and Murray Harbor railway. Tenders are to be received until the 18th December. Does any persou require to be told why this ad- vertisement has appeared simultaneously with the issue of the write of election? Certainly not. The advertisement isin- tended to iofluence the elections, and nothing else, The call for tenders should have ap- peared immediately after the prorogation of Parliament. If that had been done the contract could have been signed as early as the Ist of October, and substantial progress could have been made with the work this fall. Straightforward action like that would speak for itself and there could be nodcubt thatthe work would be proceeded with. As it is now the iransaction bears ali the ear- marke of insincerity, The time for re. ceiving the tenders is carefully made to extend some days beyond the date of the elections. McLean and Prowse will } jeopardize the construction of the Railway. Let the people of Belfast and Murray Harbor show their manhood by trampling this dastardiy threat under their feet. They wil! gain in self.respect by doing so. They will also gain in their material in- terests. Messrs, Prowse and McLean will have powerful influence with the party which will soon hold the reins both at Ottawa and Charlottetown, and the leaders of that party are the true friends of the southern districts, While Sir Louis Davies was advocating a branch railway from Peake’s Station to Wood Islands as all that was necessary, and explaining that his object was to get rid of building a bridge, Senators Fergu- son,aod Prowse and Mr, Martin, M.P., de~ s manded a straight connection between Murray Harbor and Charlottetown with a spur line to Cardigan touching at Mor-~ tague Bridge. That policy was aucepted in its integrity by the Governments of Sir McKenzie Bowell and Sir Charles Tupper, aud it isthe policy ot the servative party tox~day. Every vote given for Messrs. D. A. Mc» Kinnon and D. P. Irving is a vote against the cross line, against connectioa of tle Con-. south with the winter steamer,—-a vote against a completed railway system for the southern (district rendering it poe- sible to furnish atation facilities to a!) the more important sections of the country, —These are the ordinary expenditures at Ottawa for the first three mogths of the fiscal years indicated : 1896.. eee ee eee eee eeet eoeere $4,662,350 00 BE dvs'c0cdes sckeueiesie 5,477 ,672 00 1898 ef CeCe eee eeeeee ecene 5,784 5«1 00 Ret ebnce ce cctesemmutin 6,159,332 00 The old story of Prometheus is a par-~ able. Prometheus was on terms of in- timacy with thegods. F om them he stole fire, and gave to men. For this sin he was bound to the rocks of Mount Caucassus, and vultures were eet upon bim. They only ate his liver. This grew again as fast as it was pecked away. Are his sufferings to be imagined ? Take a modern interpretation of the parable. There is cooking without fire. In cooking and eating the mischief hes. Tbe stomech is overtasked, the bowels become clogged, they caunot dispase of the food thatis given them. The im- purities back up en the liver.
