He pointed that the eficit from L880to 1890 was $30,- to 1898 this govern- deficit of $41,] 14.20, Leader afternoon 01.2 From 1syvl had an average the face of these figures the talk for hours about the deficits. Ln | 294 there was raijeed ip taxeé $41,182 and was $20,000. In 189 the , e » cea collected amounted to $418,000 yet re was adeficit of $32,862. Agaio ip | L896, there was & deficit of $14,139 in the face of the fact that they collected $48 400. This was the year before the election when eh to understand that the people were giv 1 claims meant that rev arbiiration of our ; p : enue and expenuiture would be made tv meet. But the $14,000 did snot repreeent the full deticit, for vast sums had been carried over. That this was done was evidenced by the fact that in 1897 the deficit was $38,000, although $46,785 bad been raised in taxes, In the year 1889 they lived up to their reputa- tion, and the deficit was $35,516 while they received $46,167 from taxes. It did not make any difference what amount of taxes was collected, a deficit of $40,000 or $45,- 000 liad to be maintained. From 1880 to 1890 the Conservatives paid $37,183 in interest, or an average of $3,380 a year. Netwithstandiag the large amount the Lib-rale raised in taxes, they paid fcr interest $94,000 an average of $15,527 ayear or $16,000 more than the Cosservatives. Last year they paid $18,000 for interest, and the estimate for this year ie $18,900. The interest barometer indicates the extent of the debt. The people were, year after year, aesured that revenue and expenditure weuld be made to mest; but as regularly aa the years rolled by the deficit was ferth. coming. They intend to iseue debentures for $26,000 tor the atylum, and $25,000 for she Prince of Wales College. These de debentures wonld beao additional charge Oo the revenue of th @ province The Leader tells us that be expecta 10 receive $14,000 from a tax en certain classes of treders. From what class is it expected to obtein this amouut? Is itthe farmers? Is it the intention to raise this amount from the liquor sellers? Ieit poarible that tue Leader who has for years been holding up his hands in boly borror at the liquor trade, and shouting prohibition througnout the leogth and breadth of the province,is to do this thing? Isit he who isto turo the wheels of temperance back fifty years, and clothe the ) qu r businese with the maatle of reepectabiiity ? The debt cf the zrovince is $536,000. Add___to this $25,000 debentures for the annex and $25,000 for the Priocs of Wales College, ane it wil! be seen that the debt is upwards f $600, 000. They have also passed a bill ex- pending $400,000 for a bridge across the Hillsuorongh. This wiil bring the deb up to $1,000,000. The farmers, upe whose shoulders this burden wil mostly fall, find it hard erougl to get slong now; but when they ar compelled to pay interest amountiag $30,000 per year wh le the country is go- iug back at the rate of $45,000 a year, it becomes &@ Serious matter. On the 27th of April, the Government owed the banke $53,000. Of tnie sum there was owingto the Bank of Nova Scotia $42,000, to the Merchaot« Bank of Halifax $10.894.78 and tothe Merchants Bank of P. E. Island $317.64. This ie in addition to the statement in the Public Accounts, and the money bas been drawn eiuce the let of Januarv. The Leader borrowed $30,000 from the Credit Foncier, a foreign instuution, at the rate of 44 percent. If the Govern- ment can float debeatures at 3 per cent, why borrow from the Credit Foncier at 4} percent ? In addition to these sums which they borrowed since the 3let of December, they also borrowed $11,000 by private loans. On the let of January they received $90,000, half the yearly subsidy, and with alithese receipts tbey fell behind to the extent previously pointed out. With this enormous debt, amonntiag to upwarde of $1,000,000 if the bills passed through this Houseare carri+d into effect, the future of our I+land home piesenta a glocmy fature, He had every reason to telieve that when sn opportunity presente itself the party which has tastened euch a burden on the people wil! be brought to a severe account, Marine—= Insurance Rates fixed and Insurance effected Va Hulls, Cargoes, Freighta and Live Stock, Certificates issued at my office. ; The Western has been doing business nere longer than avy Marine Company represented in P.
