Such a conference is to be held at Ottawa “on November - 3rd. The coming conference will differ from any hitherto held in the fac: that. for the first timc. the Prime Minister will be present. Hereto- fore. the provincial premiers of both sides of politics werefree to discuss such questions as they saw fit. to discuss them in their relation to provincial and federal matters. They were practically independent of their federal colleagues or opponents and. invariably. we believe. arrived at. conclusions which were of mutual benent to allvparties. This time this freedom cannot be expected.
