Six,—The cost of education to the Gov- ernment is assuming serious proportions under the present regime. But the cause is not far to seek. In their desperate «ffurts to cling to power they have no hesi- tation in prostituting to their base ends even the superior interests of education. Everything now is viewed through the political microscope. The grant of a district, the ranking of a school as first class, and the permission to employ an additional teacher are determined, not so much by the so'usl necessity, as by the gain which is likely to accrue to the parcy. And regard- leas of the additionsl expense entailed on the country, asa whole, friends must be pleased and opponents won. Relyiog on he selfishness of humanity, they fondly hope that the sectional gain will over- balance avy loss which may arise through general dissatisfaction. During 1891 three now districts were established— two of them by the present Govern- ment. lo 1892 no leas than ive new districts were opened, four schou's, at least, advanced to First Class. and additional teachers employed in four thers. The result is that the total amount expended by the Government has increased from $111,154 43 in 1891, to $114,570 15 in 1892—an increase of $3,415.72; this, too, luring » year when there was nm e6xtra- ordinary expenditure as was the case in 1890, owing to the extensive repairs to the Hrince of Wales College. nowever, of the increase of expenditure is the statutory allowance to teachers (over the amount paid as supplement the Govern- avent has practically nv control). Bat chia alarming increase must not be known by the public, even at the cost of stating *n untruth, What, then, has been done ? A total, larger by $1,86986 than it should be, is introduced, and compared, as the real total for 1891, with that for 1892, making it appear that the increase was only $1,545.86, instead of $3,415.72, as above stated. (I have taken che tutel for 1891 from the Superintend- ent’s own report for that year.) The most glaring instance of raising schools to first-class rank to please the dis- trict politician, is that of Sourie West. Ila 1891 this school was ungraded, with an snrolment of about ene hundred pupils. Under such circumstances, it was absolutely unpossible fur the teacher to do any ad- vanced work worthy of the name. His time would be wholly occupied in teaching the junior branches. Yet in 1892, immed- iately on the opening of a secoud depart- ment, or very shortly after, it was raised to first-class rank. Everybody knows that it would take at least two or three years for the principal, freed from the work of the lower classes, to advance his pupils to the standard required for a first-class school. Teachers, as a rule, will not exert themselves beyond what is required of them by the official inspectors. In connection with the Souris ticulars of attendance, etc., have been pub- lished by the present Superintendent. It would look as if he were paving the way for this flagrant psrtiality, by a suppression of the facta necessary fur the pubitc to judge of the case. Why then should there be a comparison? It would have been next in order to show by means of « tabular state- ment that thie amount has remained invari- able since ‘‘the advent of our Public Schools Act.” Ihadintended to refer also to the numerous grammatical errors in the report, but my letter is already too long. Let me quote a few, however, and leave an intelligent public to judge whether or not the present oc- cupant of the Superiatendeat’s chair is—from a literary point of view at any rate—fitted for the responsible position be holds. ‘‘A new acheol has been completed at Elmwood, end one in course of erection at Grand River,” (page 9) ‘The text book” (speaking of agri- culture) “should be made largely the uide of investigation of the real things ent forces which form it subject-matter,” (page 15) A certaia meeting “was perhaps the most prac- tical of any previously held,” (page 21.) “The atteudance at this school is very iarge, having an enrollment of 155 pupils,” (page 72.) The examinations in both departments was highly satisfactory,” (page 74).
