On motion of Councillor Ings a bye-law imposing a tax upon horses and carriages passed a first and second reading and was committed to a committee of the whole Council. Ceuncillor Ings Ceuncillor Biake be» chairman of said committee. Coun- ciilor Keughan protested on the ground that Con icillor Blake was a mem- ber of the Finance Committee. It was ex- plained that Connczillor Blake is not now a member of the Finance Committee Councillor Blake took the chair. Council- lor Koughan again protested. No notice was taken of hiru ; and he left the room in an excited state of mind. s put a period to the consideration of the bye-law, for the law requires the pre- sence of eight Councillors, while a bye-law is bk ing passed. The Committee accordingly rose without reporting. Itwas moved by Councillor Blake, second- ed by Councillor Byrne. Resolved, that the Market House be paint- ed onthe outside with too good coats of No. 1 English White Lead and ei), and that the Market Committee be authorised to call for tenders and superintend the work providing the sum dees not excee d Three hundred and ‘ifiy doilars. An amendment was moved that the work be dispensed with until next spring, but it was-lost. The original :aotion was gerried. Ceuncillor Inzs then gave notice that at the next meeting of Council he would in- troduce a by-law relating to horses and carriages, for ihe purpose of taxing the same. A meeting for this purpose will be held on the Ist of September next.
