But if he were right— then the Government ought certainly to have authorized him, in the manner set forth in the contract, to proceed with the extra work required to place the building upon a seclid foundation. The corres- pondence read in the Legislature by Mr. Shaw shows that while they admittea that Mr. Lowe was right in his contention, and ly a person who offends nc one, harts no lone, interferes with no one, while he has ,'n our rough streets, a genuine cause for com- plaint. It is desirable that Charlottetowa should be made as popular and attractive as possible; and to this end its essentia} that citizens be permitted to move about freely, as they desire, enbject only to the great law of liberty which constrains them from interfering with the liberty of others. In Ohio the average wages of farm hands per month with board is $14 30; without board per month it ix $20.90; and per day without board, 97 cents. We have no doubt that Mr. Lowe acted and we are bound to say that the corres- and the under legal advice, pondence between Mr. Lowe Government shows clearly that the Gov- ernmert was entirely inthe wrong. But the Government have failed to correct the wrong. They have made no provision for the payment to Mr. Lowe of the money honestly due him for the materials that he sticky on the surface and firm and bard underneath; when the surface is covered with a very deep-loose dust and is hard underneath, and when the mud is very deep and sosticky that it adheres to the wheels of both kinds ot wagons.
