HEEUUNTS TALES _ e lll BHUTALITY BOSTON, March 27-Representative Martin L. Quinn of Swampscott vis- ited the State Board of Insanity yes- terdpy to bring to the attention of the members several cases of alleged brutality in the treatment of pa- tients in the insane hospitals. He did not wish to make the names ofthe complainants public because they were relatives of people now in the hospitals, and who feared that if publicity was given to their com- plaints their friends and relatives would receive worse treatment. Representative Quinn had a discus~ sion with Dr. Copp, secretary of the board, over his order _calling for an investigation of conditions in the in- sane hospitals. Dr. Copp stated that the publicity given 'the cases of al-' leged brutality worked hardship on the people who_ had friends and re- latives in the institutions. He said that the stories printed in the news- papers made persons who were inter- ested in patients very fearful of the treatment that they were receiving, and tended to have a very had effect on the employees of the institutions. "I have no desire to treat anyone unju_stl_y,_" replied Represexzativa Quinn, “but it is the best t_h g for the greatest number of people that this investigation be held, even if it does work hardship to the few. “Complaints are constantly being made of the brutal treatment receiv- ed by people in the insane hospitals. These complaints are so frequent that it is perfertly apparent that there is something wrong with the system. It must be corrected and it is for this purpose that I am endea- voring to bring about an investiga- tion. _ Representative Quinn ststed that he favored a, thorough and complete in- vestigation into the conditionsin the insane hospitals, and that he had brought the situation to the atten- tion of the members of the committee on rules, who are now considering his order demanding an investiga- tion and a report during the month of April. resales nlillllllllo _ on cans lulo rlfluus s1»RlNGFrELD, Ill., March 24- Both Senate and House passed bills yesterday to prohibitithe drinking of intoxicants in street cars, int rurban .cars and passenger trains, dining and buffet cars excepted.
