He. is Mr. Cyrus S. Ching, who was born a few miles from Souris seventy- one years ago, and today heads the vitally im- portant new agency, the Federal Mediation and Conciliation Service which was set up by Con- gress to go into effect on August 22. Next to the Presidential office itself, it is one of the big- gest jobs in the United States today. For thirty-two years the U. S.' Government has tried to exercise a moderating influence in union-management embroglias. In i915 the Labor Department inaugurated a mediation ser-- vice, but this has not worked satisfactorily; "too much bureaucracy," it was claimed. In the view of Congress, the pro-laborism of the De- partment was not the proper environment for such a service. To be worth much it had to maintain an equal distance between both parties in any labor dispute. Legislation was accord- ingly passed, creating an independent agency under a chief to be appointed by the President. lt is to this post that Mr. Ching has been named. Says Business Week, which features the appointment in its current issue: "No sour notes were audible from either labor or management quarters at the appoint- merit. This rare state oi affairs is only a little rarer than the Ching perscnolity...Those who take the extremely jaundiced view of everything Truman does hint that Cliiiig was picked be- cause he is too elderly to work many changes in an old-line agency. Such critics are apt to be fooled. Ching is vigorous, hale and alert. He'll make whatever changes he sees fit, and he has no enfeeblement to impede him." Under the law, the new department must "profer its services" whenever it thinks that there is a dispute which may "cause a substan- tinl interruption of commerce." lf the director is not able to bring the parties together, he is under a mandate to urge them to submit the employer's last offer to the employees in a secret ballot. These approaches are about all the law specifically directs; but behind the language of the statute is the clear congressiqal intent that the new service be made into an important force for labor peace. "Doing that, even for_the byg 6-ft. 7-in Ching," says Business Week, "is a big lobMr. Ching's career is familiar in outline to most of his fellow islanders. Leaving this Province for Boston at the age of 24, he enrolled. for a night course in law at Northeastern University, and went to work as a motorman on the Boston Elevated Railway. "Those who remember CY from those days," according to one biographer, "recall that he gave the impression of overpow- ering rather than drivingan El motor."
