i W. CHESTER B. bloLURE l Candidate for Queen's County Says... Prince Edward Islanders at homo 1nd abroad are particularly proud Qf the magnificent enlistment ree- ord of our young men sud women in the service forcm in this wor- n n the highest percentage lu all Canada. and it has been from the very start of the war although it h only recently that we succeeded h getting recognition of this foot from the Mackenzie King Govern- ment at Ottawa. It will be the first solemn re- ‘pqnglblllty. of the Progressive Conservative Party, when returned to power, not only to insure that accurate figures of enlistment by Provinces are obtained, but that everything possible will be done in the way of rehabilitation of our returning war veterans, and o! prompt and adequate considera- tion for their dependents. The Mackenzie King Govern- ment is appealing to the electors for the endorsement of ill W" record. Let me emphasize then that Canada's war record -— mil-i- tary and civilian — is not s. Gov- ernment record. lt is the record of the people of Canada, irrespect- Ive of party and creed, and it is s tribute to the Canadian people alone. The wur record oi the present administration, from the beginning, is one of instability, evasion and indecision. Were it not for the continual prodding, leadership and co-opcraiion of the Progressive Conservative Party, Canada's‘ war effort would indeed have been o shameful one. .____.__i.._ WING COMMANDER i J. ANGUS smLn-uv. D. F. C. l Candidate for Queen's County J Says . . . How can we expect that our fighting men and their depend- ents and orphans will be given s square deal after the war by s man who has refused to support them in matters of life and delth . on the battlefield? The men in the armed forces are depending on you and me, here st home, to place the safeguarding of their interests in the hand oi those who are their friends and com- rades. men who know that their dependents and orphans can be adequately cured for st the cost of only s few days of war. We are determined that they should be properly cured for eve if the cost were much higher. It is therefore our responsibility to see that their future interests will be in the hands cl their friends and not in the hsnds of o man who has already left them “holding the bag" in the hour of their greatest perils. It is time that you and l. ll thinking Canadians, nine to submit longer to the veeiilsting leadership of s. nun who lug continually, in this will refused to place the country's “um sheud oi Nrloilci interest. After all, Csnsdisns are entitled to o leader of whom they csn be proud in any circumstances and ill l"! Willi‘!!!- t MANIFEST’ “"BY THE” PROGRESSIVE CONSERVATI E P ND ITS AN DIDATES _IN__ Prince. Edward lslan WE MEAN to lee that every Cnuedicn citizen able to work has the opportunit! to work st fair pay. HOW D0 WE PLAN T8151 .._ By the full use of ell our resources and productive capacity: by fostering inter- national trade; by developing our banking and credit system- llld by the “It 01 U" power and finances of the State in necessary public works. WE WILL: Help individual and co-opcrstlve enterprise to increase employment by reviainl crippling tax systems, by removing controls and regulations which slow down the ex- plnslou of legitimate enterprise end by improving relationships between the Govern- ment, Lsbour and Management: Increase our. imports and exports by koeplu! ""19 ham"! l" 1°" l8 Possible: See that the powers of the Bank of Canada are used to supply ample credit for an expanding economy; Undertake a carefully planned programme of socially desirable projects. such as low-cost rural and urban housing, rural electrification, conservation and reforestation, natural resources developrnent—lll on a national scsle. ‘AID FOR THE FARMER FARMERS must have their proportionate share of the national income. We shall secure them this through s system of prices determined and announced m advance of production. These prices will be based on a study of the most recent fig- ures of national income. The study will show whether total farm income constitutes a fair proportion of the national income and, to the extent that it does not‘, prices will be edjused. To the extent that freer trade. full production and full employment fail to pro- vlde the farmer with s market in which he can buy and sell on equal terms with others, we offer a reasoned and logical plan of full compensation, instead of the hlt-and-mlss device! for partial compensation, which have for years been followed in recouping farm- ers for the loss which they have suffered by selling in a free market and buying in a. protected market. In era-operation with the Proyinces we will set up a Dominion-wide farm rehabili- tation and soil conservation plan. We will re-establish a Natural Products Marketing Act. We will consult freely with representative farm organizations and Agriculture will always have adequate representation on Government Boards affecting farmers’ interests. FISHING WE BELIEVE fishermen, like farmers, are entitled to their fair share of the National Income. WE PLEDGE OURSELVES: To enact legislation to assure our fishermen adequate basic prices: To supply improved facilities so our great national home market. will be fully de- veloped and served; To promote international trade and obtain the necessary export markets. - TRANSPORTATION , IT IS ESSENTIAL to keep freight rates low and to prevent waste clue to the over- lapping of the railways, water carriers, trucks, buses and air services. We will co-oper- ate with public and private enterprise to create a fully developed system of transporta- tion ln Canada designed to fumlsh the cheapest and most efficient service possible. We are opposed to the amalgamation of the two railway systems, believing that competition between them provides a more efficient service than a single great monopoly. WE WILL SEE that s special effort is made to remove the injustices felt in the Maritime Provinces as outlined in the Duncan report and that other sectional injustices also are rectified. WE WILL continue the development of our Govemrnent-owned ‘runs-Canada Airways. We will encourage private airline systems, to give employment to our airmen and to speed up the development of our country. We will see that Canada plays her part in the development of international air transportation by means of reciprocal agreements. , VETERANS I WE WILL SEE that all veterans are given s. square deel. We will ensure that every veteran shall not suffer material loss because of wor service. To this end, we propose: Reinstatement into civilian life of veterans on s self-supporting basis. Provision st the country's expense of such training and assistance as may be llEo essary for that purpose. Assurance that sll disabled veterans are generously and adequately cared for. Preference for veterans in public mploymerit end no considerations of political lotronage to interfere. , As s direct result of the continuous pressure in Parliament by Progressive Con; servstlve Members, some of the principles which we were the first to advocate have been enacted into law, notably- Pensions freed from income tux. Furlough travel costs reduced. Clothing allowance increased. Department of Veterans’ Affairs established. Veterans’ insurance‘. Rehabilitation grl-ntc. war service payments (celled "gratuities" by the Government). There are many other important principles which we hove advocated end to which we pledge ourselves: Establishment oflthe “first in, first out” principle of demobilization. Protection of soldier debtors against legal action. Elimination of official red tape. Revision of the Pensions Act to provide sdcuuetc machinery end understand‘ able bénerlu obtainable with s nublmum of formality w! dolly- Payment of adequate pensions or compensation cu the "insurance principle" in the event of death or disshlllty of members of the snned forces or merchant navy, Acceptance of recorded condition of personnel on enliltlumt u lufficilut proof in determining disability pension. Any subsequent deterioration will p’ gggumeq due to service. Benefit of doubt will be given to veteran. SOCIAL SECURITY WE WILL ensure protection against unemployment. sickness. accident, old ego by the following action. \ Where social services are administered provlncielly we will provide grants large enough to ensure adequate standards o! social security to all Canadians.
