It isa matter of no conse- querce to us whether reforms come from no party; we desire to stand for reform, improvement and progress; to cimmend what is well done and cen-_ sure what is ill done. For these rea- sons we have advocated the improve-; wires open for use at night, the improvement of our steam com- munication with the mainland, and the construction of a second winter steamer; direct steamer connection to S P P Y ' tem and the introduction of the free carrier system in Charlottetown ; the construction of a sewerage system in this city, and of wat-er supply and sewerage for Summerside ; the erection ings; the establishment of a public library and radical reforms'in our Jail, from time to time advccated, some- times against strong opposition, at othertimes alone, or with the assist- ance of one or more, of our 'contem- poraries. We h ive been gratified to ma-ie, or in progress, ivhilepothers are yet to be begun. _ In the latter class is our Lunatic Ho~pital. Its condition is sadly unsatisfactory. It is shockingly over- cro nded, and until more room is pro- improvement can be made in the comfort of its inmates,or their chances l ` of cure. The Grand Jury has made ith t sudiciently clear that the present con- dition is far from satisfactory. _ At this stage the government pro- pose the appointment of a commission to inquire into the present and past management ofthe institution. We fail to ses what--good can be" accom- 'plishcd by inquiring into the manage- ment of the Hospital eight y :ars ago when another administration was in power. We fail to see the wisdom of importing party controversy into the case at all, or that any party advant- age could he gained for those in power were they able to prove that the con- dition of the institution was Worse eight years ago than it is today. After the lapse of eight years the govern- ment must accept the full responsibi- lity for conditions existing at the present time. _ We do not think the government have done their duty in the premises, but our object is not to condemn the administration. We have no other desire than that the institution shall ealth and those who are incurable shall be made as comfortable taken.
