The government had the matter investigated by their own engineer and another mao. Lowe wa:ted the government to abrogate everything and let him bave control of the entire werk. The late government refused to be dictated to in this way, and = in 80 doing they were perfectly right. le (Lowe) wanted the architect dismissed and $5,000; and this was only the beginning. 1 lalé He would do nothing be was wanted todo. There were previsions in the contract for extra work. Lowe wanted averv high price for this work, and at last the Government vieided tohim. Then he refused to proceed with the work. He always had something to fall back on. He wanted to manufacture damages, and made all excuses in order to accomplish this. He is not, therefore, entitled to pity or compassion, The late Premier aud the Government did all in their power to assist the promotion of the work—all they wanted was reci trocity on the part of the contrac~ tor. He wanted arbitration, which would snbsequently lead to law. Ail this goes to show where the fault lies. Mr. Lowe had gathered probably about | ground—some good and some wot.
