The text of his reply follows: Having recelverll the -solemn and explicit assurance oi' the German Government that it unreservedly ac- cepts -the -terms of peace laid-down in his address to the Congress of the United States on -the eighth of Janu- ary 1918 and the principles solomnly enu-uclu/ted in his subsequent addres- ses particularly the addresses of tho 27th of Sept. and that it desires to discuss the details of their applica- tion- and' -that this wish and purpose emanates not 'from those who have hitherto dictated the German policy and conducted- the present war on German-y's._ Who speak for the maj- ority of the Reighstag and for the maj whelming majority of the German people, wud- having received ‘also the explicit promise of the present Ger-i man Government that the humane` rules of civi-lized warfare will be observed, both on land and sea by the German armed forces. The Pre- sident of the United States feels that he cannot decline to takethose up with the Governments with which the- Government of the 'United States is associated. The question ot an armis- tice he deems it his duty to say agair however that the only armistice he would- feel justified in submitting for consideration ' would be one which should leave-fthe United States and powers associated with her in s position to enforce a-ny arrange- men- that may be entered into and tc make a renewal of hostilities on the part of Germany impossible. 'The President has therefore transmitted his correspondence with the present German authorities -to the Govern- ments with which the Government of the United States is associated as bel-ligerentsi with the suggestion- that if those Governments are disposed to affect -peace trpon those principles indicated their military ad-visers and the mi.l'i'tary advisers of the United States be asked to submit to the Governments associated against Ger- many necesaary the terms of such armisticc as»will fully protect the in- terests ot the peoples involved, and ensure to the associated government unrestricted power to safeguard and enforce the details of peace to which the German Government has agreed.
