At our last Annual Session a yea ago, we anticipated the taking of : plobiscite for ai.d against prohibitio gl -v the Government but of each member of parliament re resentin a ridin in P 8 2' which a majority was p-.lled in favour' of prohibition. The campaign which was conducted by tamperance people previous to the plabiscite vtte should be renewed dur- ing each election campaign and none buta tempeiance man receivea no- mination or election at the hands of temperance people. Some Grand Lodges during the past year have been discussing the advisabi- l ty of uniting the I. O. G. T. and the “\Sous of Temperance; both these organ- izations having thl same object in view `might by united edort do more effec- - tu-l work for the great common cause of temperance. Owing to the fact that several Sub- ordinate Lodges owned valuable prop- eit] it was deemed advisable to renew the Act Incorporating our oider and ii b.ll was therefore pre pared and received the santtion of parliament, so that we are now constituted a legal body. It is worthy of mention that the same se~sion of parliame-.t that incorporated; t'ie I.O.G.T. for the sole purpose of pro-l in ting the cause of tamperance in the province also legslised the sale of intoxicating l`quors in Cha.l-t;ttown, and to-day about 40 persons in that city hold Government certificates au- thorizing them to sell, and giving them gaged in the traiiic which our order condemns,|and is using every lawful means to exterminate. While the free or slightly restricted |\ sale of liquors is carried on in Ch`town. it will remain a diiiicult ma.tt-r to en- force the Canada Temperance Act in the courtry.\Ve should tht refore use our influence as soon as the opportunity presents itself to again have the Scott Act become law in the city. The suc- cess of our order mai. ly depends on the work we do and the part we play in solving the questions oftemperance and prohibition, that now so largely engage public t-ttention. Though our order seemed to decline durin the first of the _ _ _ g part year. yet within the year, and in conjunctioi.
