Juno 7| — (GP) - John Bracken, National Progres- sive Conservative Leader. said in a prepared statement the Govern- ment‘s proposal to introduce a family allowance scheme "has all the earmarks oi a political bribe." He said the plan. costing $200.- 000,000. would increase peacetime taxes by 50 per cent. As an altern- ative, he proposed remcval of the ceiling on low wages and easing oi ‘ncome tax levies on low wage groups. Mr. Bracken’: statement: I think the Canadian people ought to examine the Govern- ‘ ment's proposal very carefully. Two hundred million dollars is a lot of money to put on the people in ad- ditional taxes. The plan has all the earmarks of a. political bribe. At the eleventh hour of its existence, the Government brings forward a a year-a gift which will increase the peacc-time taxes of everybody by 50 per cent; and then it says it will not bring the plan into ei- fect until after the next election. It is time we asked ourselves when this legal bribery of electorate is going to be stopped. The Governments plans for this measure, like its plans for Health Insurance and for many of other policies, have not been well thought out. If they have been. and the measure is 0d. it should be brought into affec at once in- stead oi a year from now. Ii the Government does not intend to pay these allowances now, all this fan- fare looks like an election bait to gain the support of the electors or to fool them, or to do both. Suspicion We are in favor, and the Canad- ian people are in favor, of gener- ous provision ior all children in need. whether in large families or in small. We are in favor of the most generous provision for the health, education and nutrition of all children, and for ade uate clothing and housing prov sion where these are inadequate. but frankl we look with suspicion on a hal -baked plan brought in at the eleventh hour by a govern- ment which has lost the confidence of the people. It has done nothing about this particular project for l8 years, and it. even proposes to it only after it is likely to be power. the Government lift the ceiling on low wages and let these expand up to at least the mini- mum of decency for mature experi- enced workers. It is time also that the 900.000 low-income workers of this province were relieved of sonle oi their income tax payments. If the Government feels it nec- essary to pay out two hundred millions, largely to these groups next yeor, surely it can let the same groups retain a part of the eighty millions now taken irom them in taxes this year. The Gov- ernmcnt should increase the ex- emptions on low-paid workers and let them keep some more of the money these proposals suggest they II eed. This much-vaunted scheme may mean 20 to 22 cents per day for certain children. The Government's plan smells too much of the dole oi the 1030's, when that was the value set on intaining a man's life in the relief camps. Let us have no more doles.
