Conn. Beer, as chairman of committee appointed to confer with the Water Com- missioners in regard to free hydrants for the use of the poor, submitted his report. He found that the Commissioners were strongly opposed to free hydrants, as they would be taken advantage of by many who could pay for water, and so the revenue would fall off. The Com- mimionsrs, however, agreed to supply water to those who would come and state to them that they could not afford to pay for it. , Coun. Beer stated also that he had been a ing to Dr. Johnson about the water in city pumps, and that the Doctor informed him that if he were called upon he ‘would make a strong report against its use. Conn. Horne was of opinion that some pumps should be kept in repair for water- ing cattle and horses, as there were very few stables in which water pipes could be keg: from freezing in winter. un. Morris suggested that water from the different pumps be analyzed and the worst of them closed up. He be- lisved all of them would be closed in the course of time. The money was withheld from the psymaster, who was instructed to secure a refund from the sons refused to return the money, and Paymsster Murray found himsglf mind the amount. It is alleged that at the military camp. the next season Psymastsr Murray, in order to‘ reimburse imsslf, charged the detachments with men which were not actually paid by him, placing names on the pay roll of persons who were not in the camp. One of the questions said to be in dispute is whether he did this (suffering it to have been done) on his own motion or under author-. ity of Col. W'orsley, deputy adjuhnt general of the district.
